Job summary

Housing and Development Board invites a Digital Delivery Specialist to drive ICT product planning, governance and delivery across the Building Cluster. You will partner with business users, software engineers, solution architects and vendors to deliver scalable ICT solutions aligned with enterprise architecture and standards.

You will lead end-to-end product management from discovery to implementation, ensuring adoption and continuous improvement, and you will monitor performance and drive value

Qualifications

• Background in Business, Computer Science, Information Systems, Engineering or related discipline with 5+ years in product management, business analysis, digital transformation or programme management.
• Ability to engage with technical teams and vendors, understanding system architecture, cloud, data standards and governance.
• Experience supporting data governance and policy standards, strong communication and stakeholder skills.

Job description

What the role is:

The Building Cluster (BC) ICT Management Section drives the planning, governance and management of ICT solutions supporting HDB's Building Cluster. We work closely with business groups, ICT partners and external stakeholders to plan, develop and deliver digital products and ICT solutions that support HDB's digitalisation efforts across planning, design, construction, project delivery and operations. As a Digital Delivery Specialist, you will play a key role in planning and managing the Building Cluster's ICT product portfolio, driving the delivery of digital products and platforms, and ensuring ICT initiatives are aligned with business priorities, enterprise architecture and governance requirements. You will work closely with business users, software engineers, solution architects and vendors to deliver innovative, scalable and sustainable ICT solutions.

What you will be working on:

You will be responsible for:

• Planning and managing the ICT product portfolio, including strategies, roadmaps, governance frameworks and priorities aligned to business and ICT objectives.
• Driving end-to-end product management, from discovery and requirements gathering through to implementation, adoption and continuous enhancement, working closely with solution architects, software engineers and vendors.
• Partnering business stakeholders to understand their needs and translate them into product requirements and digital solutions, bridging the gap between business and technology.
• Supporting governance processes, including data standards, knowledge management, technology planning, solution reviews, risk management and compliance with organisational policies and standards.
• Monitoring product performance, gathering user feedback and identifying opportunities to improve business processes, user experience and service delivery through emerging technologies.

What we are looking for:

Requirements

• Background in Business, Computer Science, Information Systems, Engineering or a related discipline, with at least 5 years of relevant experience in product management, business analysis, digital transformation, programme management or related fields.
• Good appreciation of technology concepts such as system architecture, cloud, data standards, data governance and systems integration, sufficient to engage meaningfully with technical teams and vendors without needing to be the technical authority.
• Familiarity with knowledge management practices and experience supporting data or ICT governance processes, including policy and standards development.
• Strong stakeholder engagement, communication and presentation skills, with the ability to translate between business needs and technical solutions.
• Experience in Agile delivery, the Built Environment sector, or ICT portfolio and programme management will be an advantage.

The successful candidate will be offered a 1+1 year contract. Subject to the department's needs and the individual's performance, there may be opportunities for contract renewal or conversion to a permanent position.
