Job summary

NTUC’s e2i (Employment & Employability Institute) in Singapore seeks a seasoned procurement professional to partner with internal teams and drive high-value sourcing initiatives. You will lead complex contracts, develop policies, and ensure compliance with internal and external regulations.

The role focuses on supplier relationship management, negotiations, spend analytics, and cost-saving opportunities, with an emphasis on implementing new e-procurement processes and continuous improvement.

Qualifications

• Candidate should have 6 to 9 years of relevant procurement experience.
• Experience with SAP S/4 Materials Management is preferred.
• Good knowledge of government procurement policies is preferred.
• Familiar with e-procurement systems.
• Strong analytical and stakeholder engagement skills.
• Ability to translate complex problems into executable procurement solutions.

Responsibilities

• Act as a business partner to internal stakeholders, understanding procurement needs and providing optimal solutions.
• Lead sourcing and procurement for high-value and complex contracts.
• Draft comprehensive procurement policies and procedures.
• Ensure procurement activities comply with internal policies and external regulations.
• Manage supplier relationships and lead procurement negotiations for optimal terms.
• Define procurement requirements, specifications, and expectations with stakeholders.
• Develop and execute procurement strategies aligned with business goals.
• Track spend data, generate reports, and identify cost-saving opportunities.
• Coordinate and respond to procurement audits efficiently.
• Promote procurement compliance through training and process improvements.
• Support implementation of a new e-procurement system.
