Job summary

CERTIS CISCO MANPOWER PTE. LTD. in Singapore seeks a Head of Procurement to lead a team of ~6 and drive the Group’s procurement agenda. Reporting to the Head, Corporate Operations, you will develop the procurement strategy and lead all procurement efforts for the Group.

Key duties include establishing medium-to-long-term strategy, driving cost reductions, governance and major sourcing negotiations with suppliers, while overseeing data analytics and staff development.

Qualifications

• Bachelor's degree in business administration, Supply Chain Management, Economics, Finance, Operations or related discipline.

Responsibilities

• Establish medium-to-long-term strategy for the Group’s procurement function.
• Scan market developments and adopt best practices to reduce expenses and improve productivity.
• Review major contracts and ensure compliance; coordinate with legal counsel.
• Establish purchasing standards, controls, policies and procedures.
• Drive cost savings and better earnings through procurement initiatives.
• Govern procurement transactions and interface with regulators where needed.
• Build and maintain relationships with key suppliers; seek cost reductions and improved service.
• Lead major sourcing initiatives and complex negotiations ensuring timely delivery and risk management.
• Analyze data to identify opportunities to reduce spend and model financial impacts.
• Engage senior leadership to support strategic procurement initiatives.
• Develop, manage and monitor the department budget.
