Job summary

Singapore Management University seeks a senior strategist to coordinate the university-wide strategic planning framework, align department plans with objectives, and support executive meetings. You will monitor progress, prepare evidence-based reports, and drive performance management with dashboards and strategic analyses.

You will also conduct environmental scanning, partner with SOCIs, and help align budgets with strategic outcomes while supporting MOE QA activities.

Qualifications

• Bachelor's degree in any field; a postgraduate degree would be an advantage.
• 8 to 10 years of work experience in strategic planning, performance management, policy, consulting or related field; higher education/public service experience would be advantageous.
• Experience in strategic/corporate planning and review, secretariat functions for planning processes and leading planning events.
• Experience leading complex, cross-functional projects.
• Strong analytical and critical thinking, problem-solving and data-driven decision making.
• Excellent executive writing, presentation and verbal communication skills.
• Ability to influence stakeholders and negotiate alignment without formal authority.
• Excellent organisational skills and attention to detail.
• Proficiency with Microsoft Office; familiarity with data visualization, dashboards and emerging AI tools is advantageous.

Responsibilities

• Strategic Planning and Implementation: facilitate planning framework; align departmental plans with university priorities.
• Support leadership in strategy formulation; plan executive meetings and retreats; prepare materials and document discussions.
• Implement monitoring and evaluation to track progress of the Strategic Plan; provide progress updates and insights.
• Coordinate preparation and presentation of evidence-based strategic reports with coherent narratives.
• Environmental scanning, benchmarking and policy analysis for higher education developments.
• Serve as strategic business partner to SOCIs; evaluate proposals and coordinate cross-functional resolution.
• Corporate Planning and Performance Management: support BSC and related frameworks to drive accountability.
• Lead performance review sessions; align work plans and annual budgets with outcomes.
• Compile, analyze, and report performance data and budgeting information.
• Develop executive dashboards and trend analyses to inform management actions.
• Other tasks: support MOE QA framework external validation; perform other duties as assigned.
