Job summary

The Public Service Division is seeking a Deputy Director / Senior Assistant Director to lead CDA’s international and regional engagements with multilateral and bilateral partners. You will mentor staff and oversee a portfolio of strategic relationships, while guiding local stakeholder engagement where needed.

In a fast-paced setting, you will coordinate high-level visits, develop MOUs, and drive policy alignment with ministries.

Qualifications

• Minimum 15 years of professional experience in international relations or related areas.
• Meticulous analytical competency with strong research capability.
• Willingness to travel overseas for work.

Responsibilities

• Lead strategic approach development for international partners and initiatives, building senior-level networks with counterparts and overseeing research and analysis to support strategic relationship building
• Drive analysis of international partnership trends, opportunities, and geopolitical developments to inform senior leadership decisions
• Lead evaluation of existing international partnerships, MOUs and agreements, providing recommendations for improvement
• Develop recommendations on the agency’s international engagement approach and diplomatic positioning
• Ensure alignment with MOH on international engagement priorities and coordinate policy discussions
• Coordinate with technical divisions on international positioning across multiple workstreams
• Drive coordination across divisions on major international cooperation initiatives and partnerships
• Provide leadership development to staff on advanced research and international analysis approaches
• Oversee management of international portfolio activities and multilateral engagements
• Lead MOU development to ensure governance and strategic alignment
• Prepare briefing materials for ministerial engagements
• Lead large project teams to meet agency objectives
• Plan high-level visits to align with policy objectives
• Identify partnerships with NGOs, philanthropic foundations and other organisations to advance priorities
• Develop local stakeholder engagement strategy and identify priority stakeholders
• Build relationships with key local stakeholders, including foundations and health institutions
• Coordinate local stakeholder engagements for coherent strategic approach
• Develop CRM frameworks and oversee implementation
• Establish mechanisms to track engagements and strengthen information sharing across CDA
