Job summary

The National Cancer Centre Singapore (NCCS) is seeking a Manager, Human Resource to oversee the full spectrum of HR operations. You will partner with department heads, drive talent acquisition, compensation, performance management, and employee relations while ensuring compliance with employment laws and internal policies.

You may deputise for your supervisor as needed. You will guide HR partners, support Committees of Inquiry, manage payroll data accuracy, and contribute to workforce planning.

Qualifications

• Bachelor's Degree in HR, Business Admin or related field; HR certification preferred.
• Minimum 6 years of progressive HR experience with knowledge of HR practices and employment law.
• Experience across the full HR operations spectrum and talent management.
• Excellent interpersonal and stakeholder management skills.
• Strong conflict resolution and negotiation abilities.
• Proficiency in SuccessFactors and Microsoft Office Suite.

Responsibilities

• Develop and implement recruitment strategies with end-to-end process ownership.
• Oversee exit process incl. interviews, retirement and re-employment.
• Plan and participate in career fairs onsite and offsite.
• Prepare salary proposals via benchmarking and drafting offers.
• Compile and verify new hire data for payroll processing.
• Manage staff transitions including promotions, transfers and secondments.
• Provide HR advice to HODs on performance issues and conflicts.
• Support supervisor in Committees of Inquiry and Review Panels; schedule meetings and minutes.
• Ensure compliance with employment laws and maintain HR records.
• Handle staff enquiries on HR matters.
• Any other duties as assigned.
