Job summary

MINDEF is seeking a finance professional to strategically plan, manage, and monitor the allocated operating budget for the Digital and Intelligence Service (DIS). You will advise DIS entities on finance matters as a Subject Matter Expert and ensure funding is allocated effectively across DIS HQ departments and centralized budgets.

You will collaborate with key DIS stakeholders to deliver desired financial outcomes, provide guidance on complex issues, and help integrate AI and other digital tools

Qualifications

• At least 3 years of working experience in a finance-related role is preferred.
• Meticulous with a keen eye for detail.
• Excellent stakeholder management and communication skills, with the ability to influence across levels.
• Able to adapt to change, manage competing priorities and drive process improvements.
• Appointment will be commensurate with your experience.

Responsibilities

• Plan, manage, allocate and approve funding for DIS Headquarters Departments and centralised budget
• Collaborate effectively with key DIS stakeholders to deliver the desired financial outcomes
• Provide financial guidance and support on complex, ambiguous, or high-impact financial matters
• Manage the integration of emerging technologies such as Artificial Intelligence (AI) and digital tools into established financial processes, balancing innovation with operational stability
• Understanding and navigating the MINDEF/SAF's finance ecosystem, framework, policies and processes
• Address ambiguities in financial policies and procedures, particularly in cross-functional or multi-agency environments, to ensure consistent and accurate decision-making
• Managing fluctuating workloads and tight deadlines during peak periods, maintaining accuracy, responsiveness and service quality under pressure
• Building and sustaining credibility and trust with senior leadership through clear, concise and data-driven communication, supported by demonstrable financial stewardship and sound decision-making
