Job summary

Singtel is seeking an experienced Programme/Project Manager to lead end-to-end delivery of major Internet Network infrastructure projects, including PoP deployments, data centre expansion, and service migrations. You will develop scopes, schedules, budgets, and roadmaps while coordinating across Network Planning, Engineering, Operations, Cybersecurity, Products, Procurement and vendors.

The role requires strong governance, risk and financial tracking, plus the ability to manage multiple programs

Qualifications

• Bachelor’s degree in Engineering or related field.
• Minimum 8 years of experience in telecommunications, infrastructure delivery or large-scale project management.
• Proven experience managing complex programmes with multiple stakeholders and vendors.
• PMP preferred; Agile/ITIL certifications would be an added advantage.

How You will Make An Impact:

• Lead end-to-end delivery of major Internet Network infrastructure projects, including domestic and overseas Point-of-Presence (PoP) deployments, data centre expansion, network modernisation and service migration programmes.

• Develop project scope, schedules, milestones, budgets, resource plans and implementation roadmaps to ensure successful project execution.

• Drive cross-functional coordination across Network Planning, Engineering, Operations, Cybersecurity, Products, Procurement, Finance and external vendors.

• Manage all phases of project delivery including requirements gathering, design review, procurement, implementation, testing, migration, operational readiness and service handover.

• Develop project governance frameworks including steering committee reporting, project dashboards, financial tracking, risk management and executive status updates.

• Establish project risk registers, mitigation plans and contingency strategies to minimise operational, financial and schedule risks.

• Coordinate implementation readiness reviews, change management approvals, testing activities, commissioning and acceptance sign-off.

• Develop and review implementation plans, Method of Procedures (MOPs), risk assessments, acceptance criteria and rollback plans to ensure safe and consistent delivery.

• Ensure compliance with Singtel security policies, regulatory requirements, project governance processes and operational standards.

• Support strategic network transformation initiatives covering infrastructure resiliency, capacity expansion, technology refresh and operational efficiency programmes.

• Drive hardware and software lifecycle management, End-of-Support replacement, security patching, vulnerability remediation and technology-risk reduction programmes.
• Deliver high network performance, reliability and resilient network services, and provide technical advice for pre-sales, post-sales and escalated fault resolution where required.
• Manage supplier and contractor relationship.

Skills for Success:

• Good Degree in Engineering, Telecommunications, Computer Science, Information Technology, Project Management or related discipline.

• Minimum 8 years of experience in telecommunications, infrastructure delivery, data centre implementation or large-scale project management.

• Proven experience managing complex infrastructure programmes involving multiple stakeholders and vendors.

• Strong project governance, budgeting, financial tracking and risk management capabilities.

• Experience managing data centre, network infrastructure, cloud connectivity, transport or PoP deployment projects.

• Demonstrated experience leading network migration, service migration or technology refresh programmes.

• Strong stakeholder management, negotiation, communication and presentation skills.

• Ability to manage multiple programmes concurrently in a fast-paced operational environment.

• Strong analytical, planning and organisational skills.

• PMP certification is strongly preferred.

• Agile, ITIL or equivalent project management certifications would be an added advantage.

• Experience within service provider, ISP, carrier, telecommunications or critical infrastructure environments will be highly advantageous.
