Job summary

GovTech Singapore is seeking a Service Designer to map how touchpoints across its four strategic initiatives interlink, turning fragmented journeys into a single, coherent programme for agency users. You will produce service blueprints, ecosystem maps, and journey maps, collaborating with product designers, researchers, PMs, and engineers to align teams and share a unified vision.

Qualifications

• 5+ years of professional experience in Service Design.
• A strong portfolio showing work at the programme or ecosystem level.
• Experience mapping complex multi-stakeholder systems — service blueprints, ecosystem maps, journey maps spanning multiple teams or organisations.
• Comfort operating at a level above individual product delivery — set direction and patterns for others to execute.
• Experience with technical, data-heavy, or infrastructure products is a strong plus.
• Take the initiative to make things happen and a desire to learn and grow in UX design.

• Translate Complexity into Clarity: Distil complex, cross-team workflows into artefacts.
• Collaborate & Influence: Partner with designers, researchers, PMs, and engineers to socialise the systems view and align teams.

[What you will be working on]

The mission of GovTech's Data Programme is to deliver fit-for-purpose data assets and services for policy making, service delivery and operations across Whole of Government. Our programme creates value through enablement - reducing friction for agencies so they can move faster and make better decisions in their work with existing government datasets.

You will contribute to the design and development of one or more of our four strategic initiatives:

• Standardised Data Platform
• Unified Frontend / DataHive
• Unified Serving Backbone
• Observability & Governance Infrastructure

About the Role

We are looking for a Service Designer to look across all touchpoints within the department and map out how they interlink with one another. A key part of this role is piecing together fragmented, disconnected journeys and helping them dovetail into one coherent system or programme — so that agencies experience our data services as a single, joined-up whole rather than a set of disparate tools and processes.

Responsibilities

• See the Whole System: Map the full landscape of touchpoints across the four strategic initiatives — surfacing how services, teams, and tools interconnect (or fail to) from the user's point of view.
• Diagnose Fragmentation: Identify gaps, overlaps, redundancies, and hand-off points between initiatives where journeys break down or feel disjointed to agencies and end-users.
• Design the Connective Tissue: Define how fragmented journeys can dovetail into one coherent, unified programme experience — establishing the service architecture and shared patterns that hold the four initiatives together as a single system.
• Produce Systems-Level Artefacts: Create service blueprints, ecosystem maps, journey maps, and touchpoint inventories that give the programme a shared, visual understanding of how the whole service functions end-to-end.
• Translate Complexity into Clarity: Distil complex, technical, and cross-team workflows into artefacts.
• Collaborate & Influence: Partner closely with product designers, researchers, product managers, and engineers across all four pillars to socialise the systems view, resolve conflicting journey designs, and align teams around a single coherent programme narrative.

What we are looking for

• Demonstrated experience mapping complex, multi-stakeholder systems — service blueprints, ecosystem maps, journey maps that span multiple teams, products, or organisations — and using them to drive alignment.
• Comfort operating at a level above individual product delivery — able to set direction and shared patterns for other designers to execute against, rather than owning end-to-end delivery personally.
• Experience working with technical, data-heavy, or infrastructure-oriented products is a strong plus.
• Take the initiative to make things happen
• Desire to learn, adapt and grow in the UX design field
