Job summary

Qualifications

• At least six to eight years of experience in systems analysis, IT project delivery, or related field.
• Experience in managing full project lifecycles from requirements to deployment and post-implementation support.
• Solid hands‑on experience in Java, JavaScript, Angular, SQL, and web/object‑oriented programming frameworks.

Responsibilities

• Lead end-to-end systems analysis and design activities, including requirements gathering, process modelling, and solution architecture for new and existing systems.
• Collaborate with business units to translate operational needs into detailed functional/technical specifications.
• Oversee system integration efforts and ensure interoperability between internal systems and external platforms.
• Manage and coordinate user acceptance testing to ensure requirements and quality standards are met.
• Provide technical guidance and mentorship to junior analysts and project team members.
• Monitor system performance and drive improvements for reliability, security, and scalability.
• Prepare and maintain BRDs, functional specs, design documents, and test plans.
• Manage relationships with external vendors and system integrators to meet deliverables on time and budget.

ROLES AND RESPONSIBILITIES

As a Senior Systems Analyst, you will be a key member of IT team, responsible for analysing, designing, and implementing technology solutions that support business operations and strategic goals. You will work closely with business stakeholders, developers, and vendors to translate complex business requirements into robust, scalable system solutions. In this senior capacity, you will also provide technical leadership and mentorship to junior analysts, and contribute to the continuous improvement of IT processes and practices within the organisation.

Responsibilities

• Lead end-to-end systems analysis and design activities, including requirements gathering, process modelling, and solution architecture for new and existing systems.
• Collaborate with business units to understand operational needs and translate them into clear, detailed functional and technical specifications.
• Oversee system integration efforts, ensuring seamless interoperability between internal systems and external platforms.
• Manage and coordinate user acceptance testing (UAT), ensuring that delivered solutions meet business requirements and quality standards.
• Provide technical guidance and mentorship to junior systems analysts and project team members.
• Monitor system performance, identify areas for improvement, and drive initiatives to enhance system reliability, security, and scalability.
• Prepare and maintain comprehensive documentation including business requirements documents (BRDs), functional specifications, system design documents, and test plans.
• Manage relationships with external vendors and system integrators, ensuring deliverables are met on time, within scope, and within budget.
• Stay current with emerging technologies and industry best practices, and proactively identify opportunities to apply them within company's context.

REQUIREMENTS

• Candidates should have at least six to eight years of relevant experience in systems analysis, IT project delivery, or a related field, preferably within a large enterprise or public sector environment.
• Demonstrated experience in managing full project lifecycles, from requirements gathering through to deployment and post-implementation support, is essential.
• Candidates should have solid hands‑on experience in application development using technologies such as Java, JavaScript, Angular, SQL, and web and object‑oriented programming frameworks.
• A good understanding of SDLC methodologies, whether waterfall, agile, or hybrid, is expected.
• Prior experience working with government digital services or familiarity with Singapore's whole‑of‑government IT frameworks will be an advantage.
• Beyond technical skills, we are looking for individuals who are team players at heart, take initiative, and bring a positive attitude that motivates and uplifts those around them.

Qualifications

• A degree in Computer Science, Information Technology, Information Systems, or a related discipline from a recognised university is required.
• Relevant professional certifications such will be advantageous.
• Candidates with a strong track record of delivery and demonstrable technical competency in the required programming languages and development frameworks may be considered even if their academic background is in a different field.
