Job summary

TALENT-MERGE PTE. LTD. is seeking an experienced Quantity Surveyor to lead procurement and commercial management for road construction and civil infrastructure projects in Singapore.

You will manage subcontract packages, issue RFQs, evaluate bids and drive cost-effective outcomes. The role requires a Diploma or Degree in Quantity Surveying or related field, with at least 10 years of QS experience in major infrastructure, strong negotiation and stakeholder management skills, and the ability to

Qualifications

• Experience with procurement management for road construction or major civil infrastructure.
• Proven ability to evaluate subcontractor/ supplier quotations and awards.
• Strong negotiation and contract administration skills for infrastructure projects.

Responsibilities

• Manage procurement for subcontractors, suppliers and specialist trades for road construction and civil projects.
• Prepare RFQs, tender documents and scope of work packages; issue to bidders.
• Evaluate quotations, perform commercial comparisons and recommend tender awards.
• Lead negotiations to achieve competitive pricing and favorable terms.
• Prepare and administer subcontract agreements, purchase orders and related documents.
• Manage subcontract administration: progress payments, variations, claims and final accounts.
• Monitor procurement schedules and material purchasing to align with construction programme.
• Maintain procurement and contract registers and document evaluations and contract changes.
• Monitor subcontract costs, identify commercial risks and support budgeting/reporting.
• Coordinate with project managers and engineers to resolve procurement and contractual issues.
