Job summary

REERACOEN SINGAPORE PTE. LTD. seeks a Senior Quantity Surveyor (M&E) in North Singapore to lead cost estimation, quantity surveying, budgeting and tender activities for MEP works.

You will review drawings, prepare cost analyses, manage contracts, identify value engineering options and coordinate with project teams to ensure financial health and compliance with regulations.

Qualifications

• Diploma or Degree in Quantity Surveying, Engineering or a related discipline.
• At least 5 years of relevant experience in Quantity Surveying.
• Strong understanding of Mechanical and Electrical (M&E) systems.
• Good organisational, interpersonal, communication and coordination skills.

Responsibilities

• Cost estimation: prepare and review cost estimates for MEP works.
• Quantity surveying: perform take-offs, measurements and cost calculations.
• Budget planning & cost management: establish budgets and monitor expenditure.
• Tender & procurement management: assist tender submissions and procurement docs.
• Contract administration: manage variation orders, progress claims and related issues.
• Value engineering: identify cost-saving options with design/project teams.
• Risk assessment & management: identify risks and mitigation measures.
• Cost monitoring & reporting: monitor financial performance and prepare reports.
• Stakeholder coordination: liaise with architects, engineers, contractors and suppliers.
• Regulatory compliance: ensure activities meet Singapore regulations and industry standards.
• Other responsibilities: cost assessments for repair/maintenance and related tasks.

Senior Quantity Surveyor (M&E) (REF ID: 37986)

Location: North, Singapore

Responsibilities

• Cost Estimation
  Prepare and review cost estimates for Mechanical, Electrical and Plumbing (MEP) works based on project requirements.
  Review technical specifications, construction drawings and project scopes to assess material, labour and overall project costs.
• Quantity Surveying
  Perform quantity take-offs, measurements and cost calculations for materials, labour and MEP installation works.
  Work closely with project teams to verify quantities and ensure accurate cost assessments.
• Budget Planning & Cost Management
  Establish project budgets and monitor expenditure to ensure projects remain within approved financial limits.
  Track project costs, identify budget variances and recommend appropriate cost-control measures.
• Tender & Procurement Management
  Support the preparation and review of tender submissions and procurement documentation.
  Evaluate quotations and proposals from subcontractors and suppliers to ensure compliance with project specifications and commercial requirements.
• Contract Administration
  Handle contractual matters relating to MEP works, including variation orders, progress claims and other contractual changes.
  Monitor contractual obligations and assist in resolving contract-related issues when necessary.
• Value Engineering
  Review project requirements and identify alternative solutions to improve cost efficiency while maintaining quality and performance standards.
  Coordinate with design and project teams to evaluate and implement cost-optimisation proposals.
• Risk Assessment & Management
  Identify potential financial and contractual risks that may affect project delivery.
  Recommend appropriate mitigation measures to minimise cost exposure and contractual risks.
• Cost Monitoring & Reporting
  Monitor project financial performance and prepare periodic cost reports for management review.
  Analyse cost data and provide recommendations to support effective financial and project management.
• Stakeholder Coordination
  Liaise with architects, engineers, contractors, suppliers and other relevant stakeholders on project cost and contractual matters.
  Attend project meetings and provide cost-related input to support project planning and execution.
• Regulatory Compliance & Industry Updates
  Ensure cost and contractual activities comply with applicable Singapore regulations, construction standards and industry requirements.
  Keep up to date with relevant industry developments, regulatory changes and best practices.
• Other Responsibilities
  Conduct cost assessments for repair, maintenance and other related project works.
  Perform other duties as assigned by the Head of Department (HOD).

Requirements & Preferences

• Diploma or Degree in Quantity Surveying, Engineering or a related discipline from a recognised institution.
• At least 5 years of relevant experience in Quantity Surveying, preferably within industrial, commercial or data centre construction projects.
• Strong understanding of Mechanical and Electrical (M&E) systems and related construction works.
• Good organisational skills and attention to detail, with the ability to adapt to changing project requirements.
• Good interpersonal, communication and coordination skills.
• Ability to work independently and collaboratively within a team, with a proactive attitude and strong sense of responsibility.
