Job summary

SCIENTEC CONSULTING PTE. LTD. is seeking an experienced Senior Procurement Director to lead a public sector procurement function in Singapore. The role focuses on strategic and operational leadership across categories, governance, and value-for-money outcomes.

You will guide teams, drive strategic sourcing initiatives, and advise senior stakeholders on procurement approaches, ensuring compliance with policy frameworks and audit requirements.

Qualifications

• At least 12 years of relevant procurement experience.
• Strong Singapore Government / public sector procurement experience is essential.
• In-depth experience managing end-to-end, complex and high-value procurement.
• Knowledge of IM - Procurement and GeBIZ.
• Proven leadership and people management within a procurement environment.
• Ability to engage and advise senior management and key stakeholders.
• Excellent stakeholder management, analytical, communication and decision-making skills.
• Combination of public and private sector procurement experience may be considered with substantial public sector exposure.

Responsibilities

• Provide leadership and oversight of end-to-end procurement operations across multiple categories.
• Lead and guide procurement teams in managing complex and high-value procurement matters, risks and strategies.
• Drive category management, procurement aggregation and strategic sourcing initiatives to improve operational efficiency and optimise value.
• Advise senior stakeholders on procurement approaches, strategies, governance and risks.
• Partner business divisions on demand forecasting and long-term procurement planning.
• Drive cost optimisation and value creation through stakeholder, supplier and market engagement.
• Ensure compliance with public sector procurement policies, documentation requirements, audit trails and operational controls.
• Oversee contract management and supplier relationship management.
• Lead continuous improvement initiatives to enhance procurement efficiency and service delivery.
• Provide leadership to a sizeable procurement function, including senior-level team members.
