Job summary

SMITECH ENGINEERING PTE LTD in Singapore seeks a Project Engineer to lead ELV/ICT building services projects, coordinating installation, commissioning, and client handovers to ensure quality outcomes. You will review shop drawings, MOS, RA, and As-Built submissions while ensuring compliance with Singapore standards, codes, and authorities.

The role involves coordinating with main contractors, architects, and M&E teams on site interfaces.

Qualifications

• Degree or Diploma in Electrical & Electronic Engineering, Telecommunications, Building Services, or related discipline.
• Minimum 4 to 6 years hands-on project engineering in ELV/ICT/Building Services in Singapore.
• Proven track record managing public sector, infrastructure, commercial, or institutional M&E projects.
• Strong technical expertise in IP networking, fiber optic backbones, BACnet/Modbus/TCPIP, integrated building systems.
• Good working knowledge of Singapore Standards, Codes of Practice, WSHA regulations, and local authority submissions.
• Proficient in AutoCAD and MS Office; basic working knowledge of BIM/Revit and MS Project.
• Excellent site leadership, project organization, vendor management, and problem-solving skills.
• Strong communication and interpersonal skills.

Responsibilities

• Lead the project execution, technical coordination, installation, and commissioning for integrated ELV systems.
• Review, prepare, and submit Shop Drawings, MOS, RA, and As-Built drawings.
• Interface with main contractors, architects, structural teams, and M&E disciplines for coordination.
• Plan, monitor, and drive daily site progress to meet construction milestones.
• Supervise site engineers, supervisors, subcontractors, and vendors for quality and safety.
• Conduct SAT, FAT, T&C, and smooth handover to clients.
• Monitor project budget, material usage, and variations; assist cost control and procurement.
• Act as technical liaison with clients, consultants, main contractors, and authorities.
• Prepare progress reports and represent the company in site meetings.
• Enforce WSH regulations and quality assurance across site operations.

Key Responsibilities

• Lead the project execution, technical coordination, installation, and commissioning for integrated ELV systems (CCTV, Access Control, PA/BGM, Structured Cabling, CPMS, BMS/IBMS, and Emergency Voice Communication).
• Review, prepare, and submit Shop Drawings, Material Submissions, Method Statements (MOS), Risk Assessments (RA), and As-Built drawings in compliance with authority codes and project specifications.
• Interface with main contractors, architects, structural teams, and other M&E disciplines to perform spatial coordination and resolve site interface issues.
• Plan, monitor, and drive daily site progress to meet master construction milestones and project timelines.
• Supervise site engineers, supervisors, subcontractors, and vendors to ensure installation quality, workmanship, and safety standards.
• Conduct Site Acceptance Tests (SAT), Factory Acceptance Tests (FAT), Integrated Testing & Commissioning (T&C), and smooth handover to clients.
• Monitor project budget, material usage, and variations; assist the Project Manager in cost control, procurement, and vendor evaluations.
• Act as the primary technical liaison for clients, consultants, main contractors, and relevant statutory authorities (e.g., LTA, CAG, HDB, PUB, IMDA).
• Prepare progress reports, technical proposals, and represent the company in site progress, coordination, and WSH meetings.
• Enforce Workplace Safety and Health (WSH) regulations, bizSAFE guidelines, and quality assurance protocols across all site operations.

Requirements

• Education: Degree or Diploma in Electrical & Electronic Engineering, Telecommunications, Building Services, or a related discipline.
• Experience: Minimum 4 to 6 years of hands-on project engineering experience in ELV / ICT / Building Services within the Singapore construction industry.
• Proven track record in managing public sector, infrastructure, commercial, or institutional M&E projects.
