Job summary

IMDA’s Digital Readiness (DR) Group is seeking a Senior Manager to lead the strategy, design, delivery, and scaling of digital engagement and adoption programmes through strong community partnerships. You will translate national digital inclusion objectives into effective programmes for seniors, low-income households, families, youths, and other target groups.

Qualifications

• 10-15 years of relevant experience in programme development, programme management, community engagement, partnership development or related fields.
• Proven ability to develop and manage multi-stakeholder partnerships with community organisations, GROs, GRLs, 3Ps and other stakeholders.
• Strong strategic thinking to translate policy priorities and community needs into practical programmes.
• Excellent project management, organisational, stakeholder management, communication and negotiation skills.

Responsibilities

• Programme Strategy, Design & Development: lead scalable programme models to strengthen digital skills and adoption among target communities.
• Community Partnership Development & Management: expand and deepen IMDA’s network of community partners with clear shared outcomes.
• Programme Delivery & Stakeholder Coordination: oversee planning, mobilization, and scaling with internal teams and community stakeholders.
• Performance, Evaluation & Continuous Improvement: establish indicators; evaluate and improve programme design and delivery.
• Leadership & Capability Building: mentor teams and partners; foster a high-performing culture; represent IMDA in engagements.
• Lead, mentor and develop the team, fostering a high-performing culture and strategic advice to governance engagements.
