Job summary

Morgan McKinley Senior Programme Executive leads the development, implementation, and evaluation of thematic programmes aimed at enhancing community support for seniors. Qualifications

Responsibilities

  • Develop the overall centre Programme Plan by collaborating with partners and identifying trends.
  • Mobilise community stakeholders and resources for programmes.
  • Evaluate feasibility of new programmes and activities for seniors.
  • Develop and implement promotional strategies to drive participation.
  • Oversee documentation and maintenance of client records.
  • Review and recommend improvements to programmes and their effectiveness.
  • Oversee end-to-end programme implementation aligned with centre strategy.
  • Oversee outreach and home visits to identify seniors needing support and services.
  • Conduct basic assessments, data collection, and reporting for programmes.
  • Support implementation and evaluation of buddying and befriending initiatives to enhance social support.
  • Coordinate Information & Referral cases with stakeholders.
  • Assist in developing and implementing a volunteer strategy to attract volunteers.
  • Plan community partnership events and engage with agencies, funders, and partners.
  • Prepare KPI and annual reports, monitor budgets, and seek funding opportunities.
  • Provide day-to-day team support and oversee centre operations.
  • Handle ad-hoc operational or administrative tasks.

The Senior Programme Executive takes the lead in the development, implementation, and evaluation of thematic programmes aimed at enhancing community support for seniors. The incumbent is responsible for the smooth running of day-to-day centre operations, developing promotional strategies to drive participation, and managing the team's workload.

This role engages and collaborates with external stakeholders—such as vendors and sector partners to develop engaging programmes for seniors and coordinate relevant training for the centre. Overall, the Senior Executive provides leadership and supports the professional development of their team, while ensuring centre operations align with strategic organizational goals.

Job Responsibilities
Programme Development & Evaluation
  • Develop the overall centre Programme Plan by collaborating closely with partners and identifying emerging community trends.

  • Support the mobilisation of community stakeholders and resources for programmes.

  • Evaluate the feasibility of new programmes and activities for seniors.

  • Develop and implement promotional strategies to drive community participation.

  • Oversee the proper documentation and maintenance of client records.

  • Review and recommend continuous improvements to programmes and their overall effectiveness.

Programme Implementation
  • Oversee end-to-end programme implementation, ensuring plans follow the centre's strategic direction.

Buddying & Befriending
  • Oversee outreach and door-knocking activities to identify seniors who may require support and social services.

  • Oversee regular home visits and check-in calls to seniors, rendering additional assistance (e.g., medical escort, programme registration) as required.

  • Oversee the execution of basic assessments, data collection, and the compilation of reports and log sheets.

  • Support implementation and evaluation strategies for buddying and befriending initiatives to enhance social support and foster meaningful community connections.

Information & Referral
  • Oversee the mobilisation of community stakeholders and resources for escalated or complex Information & Referral cases.

Volunteer Management
  • Support the collation and shortlisting of volunteer applications.

  • Assist in developing and implementing a comprehensive volunteer strategy to attract and retain volunteers.

Community Partnership
  • Support the planning of community partnership events and roadshows to drive active engagement.

  • Coordinate with agencies, funders, sponsors, and social service stakeholders to establish partnerships and define programme requirements for community development.

  • Assist in organising stakeholder engagements and actively participate in external networking events.

  • Organise and facilitate site visits for stakeholders, funders, and partners to showcase community initiatives.

Fund Management & Reporting
  • Prepare accurate data and information for leadership and funder reports (e.g., KPI status reports, annual reports).

  • Oversee programme expenditure and project timelines, ensuring budgets are strictly adhered to.

  • Source for additional funding opportunities for ongoing and new programmes.

Leadership & Operations Management
  • Provide day-to-day support, guidance, and workload management to the programme team.

  • Oversee the daily operations of the centre.

  • Proactively identify and resolve operational challenges within the team, escalating issues to the Cluster Lead when necessary.

Ad-hoc Duties
  • Provide any additional operational or administrative support as assigned.

Job Requirements
Educational Qualifications
  • Possess a Degree in any discipline from an accredited institution.

Relevant Experience
  • 2–3 years of relevant experience. Prior experience in event or programme design, planning, and implementation is an advantage.

  • Working knowledge of social service practices and senior care ecosystems is an advantage.

  • Fresh graduates with strong leadership potential are welcome to apply.
