Job summary

National Council of Social Service (NCSS) in Singapore seeks an experienced procurement professional to support divisions in procurement activities and governance. The role involves advising on procurement issues, reviewing policies for compliance with the Government Instruction Manual, and ensuring proper submission and documentation for approvals.

You will assist in developing new procurement procedures to improve economy and efficiency, and conduct in-house training to raise NCSS officers’

Qualifications

• Minimum 5 years of relevant Finance & Government Procurement experience.
• Familiar with Government Instruction Manual for Procurement.
• Proficient in GeBIZ and data-driven decision making.

Responsibilities

• Assist the Head of Procurement in managing procurement activities in NCSS
• Plan and direct the provision of central procurement services for NCSS
• Provide advice to NCSS divisions on Procurement issues
• Review Procurement policies for compliance with the Government Instruction Manual for Procurement
• Review all Procurement approvals for correctness of submission, procedures and documentation
• Plan and direct the development of new or improved Procurement procedures to maintain economy and efficiency of operations
• Conduct in-house Procurement training to build up/improve the overall competency of NCSS officers
• Perform Procurement analysis to gain insight and draw up trends to facilitate Procurement planning
