Job Description and Responsibilities:

Reporting directly to the EHS Director, the Senior Process Safety Engineer develops, implements and improves the site Process Safety Management (PSM) programmes at the Tuas API manufacturing site. The role leads multidisciplinary hazard assessments, drives process safety improvements and supports compliance with applicable requirements and Viatris standards. The role also coordinates development, maintenance and revision of the site Safety Case under the Major Hazard Installation (MHI) regime. The Process Safety & Risk Management Manager provides coaching and technical guidance on PSM activities.

PSM Implementation and Assurance:
  • Develop and improve assigned PSM programmes, standards, procedures and governance; conduct process safety gap assessments and drive closure of identified actions.
  • Maintain process safety risk registers and prioritise improvement actions according to risk, working with accountable departments to implement mitigation measures.
  • Work alongside the site PSM team to implement and improve PSM standards, procedures and governance in line with applicable requirements and Viatris standards.
  • Provide process safety input to management of change, project reviews and pre-start-up safety reviews, ensuring relevant Safety Case commitments are addressed.
  • Support process safety incident and loss-of-containment investigations, identify systemic causes and verify the effectiveness of corrective and preventive actions.
  • Prepare for MHI and process safety audits and inspections, maintain inspection-ready evidence and monitor action completion.
Safety Case and MHI Regime
  • Serve as the site technical focal point for the Safety Case, maintaining a controlled, current and coherent submission and supporting records.
  • Plan and coordinate Safety Case reviews, revisions and submissions; consolidate inputs from accountable site functions and manage consultant deliverables, milestones and dependencies.
  • Coordinate responses to regulatory queries, inspection findings and improvement actions, and liaise with relevant authorities in alignment with the Process Safety & Risk Management Manager and EHS Director.
  • Assess the implications of changes to the manufacturing portfolio, processes, inventories and facilities for major accident scenarios and Safety Case assumptions; coordinate necessary updates through management of change.
  • Support maintenance of the Major Accident Prevention Policy and the safety and health management system underpinning the Safety Case.
Major Accident Risk Assessment and ALARP
  • Coordinate identification and review of major accident scenarios and Significant Credible Events, ensuring alignment between technical studies, Bow Tie assessments and Safety Case documentation.
  • Lead or facilitate Process Hazard Analysis (PHA), including HAZOP and What-If reviews, and coordinate Layer of Protection Analysis (LOPA), quantitative risk assessment (QRA) and consequence modelling with competent specialists.
  • Review technical outputs and assumptions, coordinate ALARP demonstrations, and track risk reduction recommendations and assessment actions to closure.
  • Work with Production, Engineering and other subject matter experts to maintain evidence for safety-critical barriers, mechanical integrity, electrical control and instrumentation, human factors and emergency response.
Governance and Capability Development
  • Define, monitor and analyse process safety leading and lagging indicators, KPIs and trends to identify systemic risks and improvement opportunities.
  • Build process safety competency across site personnel, benchmark against industry practices and support adoption of good practices through cross-functional improvement initiatives.
  • Coordinate cross-functional Safety Case working sessions and support the Process Safety Committee, clarifying technical inputs, responsibilities and escalation of overdue actions.
  • Monitor and report Safety Case progress and relevant process safety leading and lagging indicators; highlight emerging risks and delivery constraints.
  • Deliver process safety and MHI awareness training, share lessons learned and keep abreast of relevant regulatory developments and industry practices.
Qualifications Skills and Experience
  • Bachelor’s degree in Chemical Engineering, Process Safety Engineering, Mechanical Engineering or a related engineering or science discipline.
  • At least 5 years of relevant process safety experience in pharmaceutical/API, chemical, petrochemical or another major hazard industry.
  • Demonstrated hands-on experience in developing, maintaining or revising a Safety Case and working within an MHI or comparable major accident hazard regulatory regime; Singapore MHI experience is strongly preferred.
  • Strong technical knowledge of PHA/HAZOP, LOPA, Bow Tie analysis, QRA, consequence modelling and ALARP demonstration, with the ability to review consultant studies and integrate technical evidence.
  • Working knowledge of applicable Singapore MHI and workplace safety and health requirements, relevant engineering codes and standards, and the interfaces between process safety, asset integrity, human factors and emergency response.
  • Experience facilitating multidisciplinary risk assessments and coordinating cross-functional technical deliverables; formal PHA/HAZOP facilitator training is an advantage.
