Job description

We are the people who give possibilities purpose

BD is one of the largest global medical technology companies in the world. Advancing the world of health™ is our Purpose, and it’s no small feat. It takes the imagination and passion of all of us—from design and engineering to the manufacturing and marketing of our billions of MedTech products per year—to look at the impossible and find transformative solutions that turn dreams into possibilities.

Job Responsibilities
  • Coordinate implementation and ongoing management of all 14 PSM elements with operational stakeholders in PT and TS, maintaining clear ownership, compliance records, action plans and performance indicators. Coordinate assigned RMP and environmental compliance activities for EO, flammables, hazardous chemicals and utilities.
  • Perform WSHO duties when formally appointed: advise on WSH compliance, conduct inspections and risk assessment reviews, support the WSH committee, contractor safety, permit-to-work (PTW), lockout/tagout (LOTO) and incident prevention; elevate unsafe conditions promptly.
  • Mandatory: Plan, conduct and evaluate fire evacuation and chemical spillage response drills under the site emergency exercise programme; coordinate relevant functions, fire wardens and CERT, document outcomes and track corrective actions to closure. Perform FSM duties when formally appointed, including emergency response planning, fire safety inspections, readiness, training and required reports; track fire protection defects and rectification with Facilities.
  • Coordinate day-to-day security management with the appointed security provider and site stakeholders, including guard deployment and service performance, access and visitor controls, contractor and vehicle entry, gate passes, patrols, CCTV/access-system issues and security incident follow-up, within delegated authority.
  • Lead HAZOP and LOPA studies with PT, TS and relevant specialists; facilitate assigned PHA and What-If reviews, document findings and recommendations, and track action owners, deadlines and effectiveness of closure.
  • Coordinate MOC, PSSR, PSI and operating procedure reviews for equipment, process and capital-project changes; verify readiness evidence with Operations and Engineering and evolve unresolved risks before start-up approval by authorised owners.
  • Review and field-verify P&IDs, PFDs, chemical compatibility and critical safeguards, including relief protection, interlocks, ventilation, gas detection, hazardous-area controls, bonding and grounding; coordinate mechanical integrity and specialist engineering reviews.
  • Coordinate environmental monitoring, emissions, wastewater, waste and spill controls, hazardous materials storage and applicable permit/licence tracking; support regulatory submissions, audits, inspections and safety case or major-hazard documentation where applicable.
  • Investigate assigned injuries, near misses, process deviations, releases, fire and security incidents; document root causes, corrective actions and lessons learned, protect confidential records and elevate reportable events through site procedures.
  • Deliver practical training and coach associates and contractors on safe operating limits, critical safeguards, WSH, environmental, fire and security controls; support emergency preparedness and business continuity exercises with relevant functions.
  • Maintain audit-ready procedures, statutory appointment and competency records, dashboards and action trackers; report overdue actions and resource needs to the EHS Manager and implement improvements aligned with Singapore requirements, BD standards and site procedures.
Education and Experience
  • Bachelor’s degree in Chemical, Environmental, Mechanical or Safety Engineering, or a related technical discipline; Chemical Engineering or process engineering background is strongly preferred.
  • Minimum 3–5 years of relevant EHS, process safety, plant engineering, project safety or high-hazard manufacturing experience, with demonstrated ability to independently coordinate assigned programmes; chemical, petrochemical, pharmaceutical or medical device sterilisation experience preferred.
  • Mandatory: Certified Workplace Safety and Health Officer (WSHO) with current, valid MOM registration and active practising status; maintain applicable Safety Development Units (SDUs) and renewal requirements. Training completion alone is insufficient.
  • Mandatory: SCDF-certified Fire Safety Manager (FSM) with current, active certification, meeting applicable CPD requirements and eligible for appointment to the premises. Provide evidence of both WSHO and FSM status; maintain credentials throughout employment in this role.
  • Mandatory: Prior experience leading both HAZOP and LOPA studies, with demonstrated practical experience managing the 14 PSM elements with operational stakeholders, including PT and TS. Required: Security management experience covering outsourced guarding, access/gate-pass controls, patrols, CCTV and incidents; hands‑on experience in PHA/What-If, MOC, PSSR, PSI, mechanical integrity interfaces, audits and project/start‑up safety.
Knowledge and Skills
  • Thorough working knowledge of all 14 PSM elements and their practical implementation with PT and TS; ability to lead HAZOP/LOPA studies and drive stakeholder ownership and action closure. Working knowledge of Singapore WSH, environmental and SCDF requirements, WSHO/FSM duties, BD EHS standards, major accident prevention, risk assessment and the hierarchy of controls.
  • Ability to interpret and field‑verify P&IDs, PFDs, equipment datasheets, control narratives, cause‑and‑effect logic and critical safeguard records; recognise limits of competence and obtain specialist review.
  • Working knowledge of fluid dynamics, pneumatics, steam, compressed gases, pressure systems, industrial ventilation, relief protection, gas detection and process control safeguards.
  • Understanding of pressure vessels, boilers, statutory inspection and mechanical integrity interfaces; chemical compatibility, corrosion, fatigue, materials selection, hazardous‑area classification, bonding, grounding and static control.
  • Security risk assessment, guarding‑service coordination, access control, visitor/contractor verification, gate‑pass governance, incident documentation and escalation; handle CCTV footage and personal information under applicable privacy and site requirements.

  • Strong investigation, analysis, report writing, training and stakeholder‑influencing skills; able to prioritise competing risks, maintain digital records and dashboards, and drive cross‑functional actions without direct reporting authority.
Physical Demands
  • Regular site inspections across production, EO/chemical areas, utilities, warehouses, laboratories, contractor zones, security posts and outdoor/perimeter areas; access roofs or elevated platforms only when authorised and controlled.
  • Work involves extended walking/standing, stairs and permitted fixed platforms, with occasional bending, kneeling and reaching during field verification, fire safety checks and security inspections.
  • Wear task‑specific PPE, including protective footwear, eye/hand/hearing protection and flame‑or chemical‑resistant protection as assessed; respiratory protection requires applicable training, fit testing and medical clearance before use.
  • Support drills and urgent EHS, fire or security incidents, including agreed after‑hours call‑outs when required; act within assigned emergency roles, competence and safe‑access limits. Hazardous entry or rescue requires separate authorisation and training.
  • Inspect drawings, labels, gauges, safeguards and incident records accurately and communicate hazards promptly; essential tasks are assessed with appropriate workplace accommodation where applicable.
Work Environment
  • Site‑based manufacturing role spanning EO operations, chemicals, utilities, laboratories, warehouses, security posts, outdoor areas and offices, with regular Operations, Engineering, Facilities, Quality, contractor, regulator and corporate interaction.
  • Potential operational hazards include toxic/flammable materials, sterilisation gases, vapours, noise, heat, pressure, moving/energised equipment, forklifts and contractor work; exposure must be controlled before access.
  • Follow PTW, LOTO, MOC/PSSR, chemical handling, environmental, emergency and access‑control procedures. Work‑at‑height, confined‑space and hot‑work areas require applicable permits and authorisation.
  • balance planned programme delivery with time‑critical operational support; maintain confidentiality of security, investigation and personal information.
  • Flexibility is required for audits, shutdowns, commissioning, inspections, drills and incident response, with priorities and coverage agreed with the EHS Manager.
  • Working hours (7.45am-4.45pm) Mondays- Friday
