Job summary

GMP Technologies in Singapore is seeking a Senior Process Safety Engineer to lead and manage process safety activities across our industrial operations, focusing on preventing major accidents and ensuring regulatory compliance.

You will develop and implement safety management programs, conduct hazard analyses, lead PHAs (HAZOP/LOPA/QRA), support MOM MHI regulations, and provide technical guidance to engineering and operations teams to continuously improve SHE performance.

Qualifications

• Minimum 8 years in oil, gas or petrochemical industries.
• At least 5 years in process safety with hazard identification and risk assessment.
• Bachelor's Degree in Chemical Engineering / Safety Engineering or related field.
• Expertise with PHAs, HAZOP, LOPA, QRA and safety tools.
• Deep knowledge of process safety regulations, codes and industry standards.
• Experience with PSM systems (OSHA PSM, API standards).
• Strong analytical and problem-solving skills; excellent communication.

Responsibilities

The Senior Process Safety Engineer is responsible for leading and managing process safety activities within the organization, focusing on preventing major accidents, ensuring the safety of industrial processes, and developing and implementing safety management programs, conducting hazard analyses, and providing technical expertise to ensure compliance with regulations and industry standards.

This role involves a combination of technical expertise, leadership, and project management skills to develop, implement, and maintain process safety programs providing governance, and continuous improvement to the Process Safety Management (PSM) system. This includes compliance to regulatory requirements such as the Major Hazard Installations (MHI) Regulations.

This position is also responsible for providing support and guidance to improve operational and SHE performance.

Job Description

• Identify, assess, and mitigate risks associated with industrial processes to ensure safety and regulatory compliance
• Drive and support the terminals in compliance with the process safety management (PSM) system as per Singapores MHI regulations
• Support and guide on compliance to the organizations SHE Management Systems and corporate standards
• Support the terminals in improvements in process and personnel safety management

Key Responsibilities

Responsible for leading and supporting the terminals in compliance with regulatory requirements and the organizations standards

• Ensure compliance with relevant safety regulations, industry standards, and company policies, and participate in audits and inspections
• Fluent with MOMs safety acts and regulations
• Ensure governance of the Safety Case process by implementing and communicating the framework
• Maintain the terminals Safety Case, lead the submission & attain approval including facilitating Revision Plans (RPs) inclusion and following through on the closure of the Intervention Plans (IPs)
• Support process safety aspects in projects and commercial enquiries, when required
• Support and guide terminal teams to improve SHE performance to meet the organizations objectives

Responsible for Process Safety Development

• Design and implement safety systems, procedures, and protocols to prevent incidents and ensure compliance with safety regulations
• Provide technical expertise to various stakeholders, including management, engineering, and operations teams, on process safety issues
• Assist the SHE Manager to verify terminals compliance with process and personnel safety legal and corporate requirements
• Support and guide terminal teams to improve SHE performance to meet the organizations objectives
• Analyzing incidents and near-misses to identify root causes and recommend corrective actions

Responsible for leading & supporting in risk assessment

• Conduct and lead process hazard analyses (PHAs) such as HAZOP, LOPA, and QRA to identify potential hazards and assess risks associated with industrial processes
• Ensure risks are As Low As Reasonably Practicable (ALARP)

Responsible for driving process safety improvements

• Identifying opportunities for process safety improvements and implementing best practices to enhance the overall safety performance of the organization
• Developing and delivering training programs on process safety procedures and best practices

Requirements

• Minimum 8 years working experience in the oil, gas or petrochemical industry or familiarity with process safety management
• At least 5 years of relevant experience in process safety, with a strong understanding of hazard identification, risk assessment, and safety systems
• Minimum Bachelors Degree in engineering discipline such as Chemical Engineering / Safety Engineering / Safety, Health & Environmental related courses
• Expertise in process hazard analysis techniques, consequence modeling software (e.g., Phast,), and other relevant safety tools
• In-depth knowledge of relevant process safety regulations, codes, and industry standards
• Experience with process safety management (PSM) systems and relevant industry standards (e.g., OSHA PSM, API standards)
• Proficiency in conducting hazard analyses, such as HAZOP, LOPA, and fault tree analysis
• Excellent analytical and problem-solving skills to identify and resolve complex safety issues
• Excellent communication and interpersonal, ability to work independently and as part of a team
• Excellent fluency in spoken and written English
