Job summary

Oung Construction (S) Pte Ltd is seeking a Project/Construction Manager to lead port construction and maintenance projects. You will oversee planning, site operations, manpower and subcontractors while ensuring safety, on-time delivery and budget adherence, and you will manage client relationships and coordinate with authorities and internal teams.

The role requires a Civil Engineering degree and 8–10 years of relevant experience in port/marine works, with strong leadership and communication

Qualifications

• Bachelor’s degree in Civil Engineering.
• 8–10 years of relevant construction or project management experience, preferably port/ marine works.
• Experience managing site teams, subcontractors, project schedules, budgets and client relationships.
• Good understanding of regulations, environmental requirements and safety standards relevant to marine or port works.
• Strong leadership and communication skills, with the ability to work effectively with workers and divers from different backgrounds.
• Proficiency in Microsoft Office; knowledge of AutoCAD or SketchUp is an advantage.
• A Project Manager Safety Course certificate is an advantage.
• Willing to work on site, including at remote or offshore locations, and respond to project needs outside standard working hours when required.

Responsibilities

• Manage port construction and maintenance projects from planning through completion, ensuring delivery safely, on schedule, within scope and within budget.
• Develop project scopes, work programmes, budgets and resource plans in coordination with clients and internal teams.
• Build and maintain strong relationships with clients, authorities, suppliers and subcontractors, and support opportunities for ongoing business.
• Lead the project team and coordinate workers, divers, equipment, materials, suppliers and subcontractors to meet project requirements.
• Oversee site operations, conduct daily coordination meetings and monitor the quality and progress of work.
• Identify delays, changes and project risks early, and implement corrective actions. Escalate significant issues to management when required.
• Monitor submissions, permits and clearances required by relevant authorities.
• Ensure compliance with project safety requirements, environmental guidelines and company procedures. Conduct periodic site safety inspections.
• Review project claims and subcontractor claims within the role’s approval authority, and ensure timely submission of claims to clients.
• Ensure project records, documentation and timesheets are complete and submitted on time in the ERP system.
• Coordinate project manpower requirements with HR and support company audits, including ISO audits.
• Prepare progress updates and attend weekly schedule meetings with management.
