Job summary

The Ministry Of Social And Family Development (MSF) in Singapore seeks a Senior Manager/Assistant Director to lead operational policy for Family Service Centres (FSCs) and the Youth GO! Programme (YGP).

Qualifications

• 3–5 years’ work experience in policy or operational policy.
• Strong writing, analytical, problem solving and communication skills.
• Able to collaborate effectively with internal and external stakeholders.
• Self-motivated team player with strong project management skills.
• Adaptability to change.

Responsibilities

• Review Key Performance Indicators and Service Standards Requirements for FSCs and YGP in consultation with relevant divisions.
• Contextualise, develop and review operational guidelines for new and existing schemes including under ComLink+ to ensure effective service delivery by FSCs.
• Develop, maintain and review referral protocols between FSCs and other agencies, to support FSC clients’ needs.
• Plan the transition process for FSCs and YGPs to transit to quality-based selection processes for MSF to competitively assess and appoint SSAs based on their proposal to improve clients’ outcomes.
• Work with internal and external stakeholders to support broader policy reviews, as well as execution of service policies.
• Supervise at least 1 staff who is working on a subset of the above matters.
