Z3 CONSTRUCTION & ENGINEERING PTE. LTD. is seeking an Operations & Site Manager to oversee multiple projects in Singapore. You will lead site teams, ensure milestones and quality, and drive efficient work flows across all sites.

The role focuses on safe, compliant execution, strategic manpower planning, and effective coordination with suppliers and main contractors. A hands-on leader with strong PM and HSE focus is ideal.

Responsibilities

• Drive daily operational execution across all assigned site projects to ensure milestones, structural timelines, and quality standards are met.
• Manage project site managers, engineers, and superintendents, serving as the senior escalation point for operational bottlenecks.
• Establish standard operating procedures for site logistics, material staging, concrete pours, and formwork cycles.
• Formulate manpower allocation strategies based on multi-site project schedules and peak structural demands.
• Lead recruitment, vetting, and onboarding of key operational personnel, site engineers, foremen, and skilled labor/crews.
• Monitor productivity metrics and adjust crew sizing dynamically.
• Oversee rebar management workflow from schedule generation to site delivery and placement.
• Coordinate with rebar fabrication yards/suppliers to align deliveries with crane availability and pour sequences.
• Monitor rebar tonnage usage and minimize scrap on site.
• Review and approve structural shop drawings, rebar detail drawings, and method statements for submissions.
• Resolve structural design issues, constructability clashes, and technical RFIs.
• Ensure adherence to inspection schedules to maintain concrete quality and structural compliance.
• Assume full P&L responsibility for assigned RC structural projects.
• Monitor project budgets, labor costs, material usage, and equipment rentals across sites.
• Manage progress billings, variation orders, claims, and sub-tier subcontractor payments.
• Enforce zero-harm site environments and ensure compliance with safety regulations and HSE policies.
• Lead safety audits and root-cause analyses for incidents or near-misses.
