Job summary

The Supreme HR Advisory Pte. Ltd. seeks a Marine Safety Manager to lead the HSE section and oversee investigations of marine incidents. You will coordinate with Masters, conduct vessel visits, and ensure compliance with Class and Flag State surveys.

Responsibilities include planning drills, attending SIRE inspections, managing crew compliance, and guiding corrective actions across the fleet. Must hold a COC Class 1 or 2 and have strong maritime operations experience.

Qualifications

• Possess a COC Class 1 or Class 2.
• Relevant managerial experience in marine operations, HSE, and fleet management.
• Experienced in DPA duties, SIRE inspections, and Class and Flag State surveys.
• Experienced in vessel operations, crew management, marine incident investigation, and dry-docking.

Responsibilities

• Lead the HSE section and investigate marine-related incidents involving safety, security, injuries, accidents, and operations.
• Gather and analyse available information, prepare detailed investigation reports, and recommend corrective measures.
• Follow up on corrective actions to ensure they are implemented within the required timeframe.
• Plan and conduct regular weekly visits to company vessels, ensuring that visits achieve their intended objectives while minimising disruption to daily operations.
• Participate in shipboard meetings and drills for each assigned vessel at intervals not exceeding 12 months.
• Provide feedback and, where applicable, recommendations for improvement during scheduled company meetings following vessel visits.
• Advise Masters on marine HSE and navigational matters.
• Assume the role of Designated Person Ashore (DPA).
• Attend vessel dry-dockings and repairs.
• Identify training requirements for shore-based and shipboard deck personnel.
• Conduct induction training for newly joined crew and establish training programmes for deck officers.
• Monitor the performance and competency of Masters and Chief Officers and recommend improvements to management.
• Assignment of the deck officers and ratings for compliance of manning req.
• Selection and conducting recruitment interview for Master, Chief and junior deck officers
• Make recommendation for recruitment, promotion, disciplinary issues, performance review and rejoining briefing
• To oversee the fleet management executives in monitoring of the crew's welfare (such as leave matters, salary, medical, certification, etc)
• To ensure the smooth and proper running of crew matters
• Conduct regular vessel inspections to monitor the condition of deck and engine areas.
• Prepare condition, attendance, and other relevant reports covering maintenance, crew performance, and recommendations for improvement.
• Participate as a member of the Emergency Response Team.
• Undertake other fleet management duties and responsibilities as assigned by management.
