Job summary

Skills and Workforce Development Agency in Singapore is seeking a Senior Manager/Manager to lead research on youths’ career aspirations, pilot programmes, and grants management to inform policy and engagement strategies.

You will oversee qualitative and quantitative studies, engage with youth organisations and educators, and design pilot initiatives including digital and in-person formats, while ensuring funding governance and timely disbursement.

Qualifications

• Experience in youth engagement, market and consumer research, programme development, and grants management.
• Proficient in qualitative and quantitative research methods (surveys, interviews, focus groups, user testing).
• Familiar with youth development trends and school-to-work transitions.
• Experience designing initiatives for diverse youth profiles.
• MS Office proficiency; data visualization skills a plus.

Responsibilities

• Lead qualitative and quantitative research on youths’ career aspirations and behaviors.
• Develop and pilot youth-focused initiatives and grant-funded projects.
• Manage funding proposals, budgets and grants compliance.
• Work with partners to expand outreach and co-create programmes.
• Present insights to internal and external stakeholders.
