Job summary

NTUC, Singapore's national labor movement, is seeking a Senior Manager in the Planning Team to provide operational and analytical support for the Tripartite Jobs Council Secretariat and other NTUC meeting platforms.

Under guidance of Assistant Director (Planning) and Deputy Director (Planning), you will coordinate workstreams across four priority areas: market intelligence, AI-enabled transformation, worker opportunities, and displacement resilience.

Qualifications

• 8 years of experience in strategic planning, policy analysis, and/or project management.
• Strong interpersonal and communication skills.
• Interest and understanding of workforce development and job security.
• Excellent coordination and stakeholder engagement abilities.
• Proficiency in data analytics and performance tracking tools.
• Experience negotiating, technology integration and/or digital transformation is an advantage.

Responsibilities

• Support the day-to-day operations of the TJC Secretariat and other key NTUC platforms, including scheduling meetings, preparing agendas, and coordinating follow-up actions with Tripartite partners (MOM and SNEF).
• Conduct research and analysis on labour market trends, workforce displacement risks, and AI adoption to support evidence-based planning, as well as development of policies, programmes and initiatives.
• Draft briefing notes, discussion papers, meeting minutes, and progress reports for TJC meetings and internal reviews.
• Monitor and track the progress of TJC initiatives and workstreams, flagging risks and recommending corrective actions to Management.
• Develop and maintain project plans, timelines, and dashboards to ensure timely delivery of TJC deliverables.
• Liaise with internal teams within the NTUC Job Security Directorate and external partners to coordinate cross-functional efforts aligned with TJC priorities.
• Assist in organising stakeholder engagement sessions, workshops, and consultations related to TJC workstreams.
• Assist the Assistant Director and Deputy Director in driving the outcomes of the department, including other department priorities related to job security.

The Role

As a Senior Manager in the Planning Team, you will provide operational and analytical support for the Tripartite Jobs Council (TJC) Secretariat as well as other key NTUC meeting platforms such as the Job Security Directorate Secretariat. Working under the guidance of the Assistant Director (Planning) and Deputy Director (Planning), you will assist in the day-to-day coordination and execution of TJC workstreams across its four priority areas – building market intelligence and early warning capabilities, enabling enterprises to transform with AI, enabling workers to seize new opportunities, and enabling displaced workers to bounce back. This role requires strong organisational skills, attention to detail, clarity in communications (verbal and written), and the ability to work effectively with multiple stakeholders in a fast-paced policy environment.
