The Role
The Policy Officer will contribute to the Labour Movement’s policy development and advocacy efforts across key economic, social, labour market and workforce issues, with the aim of advancing the interests and well-being of workers.
Responsibilities
Policy Development & Advocacy
- Develop and contribute to NTUC’s policy positions, advocacy priorities and recommendations on assigned policy issues.
- Monitor and assess emerging policy developments, legislation, regulations and trends, identifying potential implications, gaps and opportunities for workers.
- Develop actionable policy recommendations that consider workers’ needs, stakeholder perspectives and broader policy considerations.
Research & Analysis
- Lead or contribute to policy research projects, from framing research questions to developing actionable recommendations, and represent NTUC in engagements with senior stakeholders where required.
- Gather and synthesise evidence from economic indicators, workforce trends, worker feedback and stakeholder perspectives to identify emerging issues affecting workers.
- Design and undertake research using appropriate quantitative and qualitative methods, which may include data analysis, literature reviews, surveys, focus group discussions, interviews and case studies.
Stakeholder Engagement
- Engage unions, workers, Government agencies, employers and other stakeholders to understand ground concerns, test findings and refine policy options.
- Collaborate closely with internal business units and unions to ensure comprehensive understanding of policy implications opportunities and trade-offs providing guidance on internal policy implementation.
Policy Communications
- Develop concise policy papers, submissions, briefs, speeches, parliamentary inputs and presentations for NTUC leaders, management and national or tripartite platforms.
- Drive advocacy initiatives and campaigns that raise awareness of issues affecting workers and strengthen the Labour Movement’s influence and advocacy impact.
Role Requirements
- Have a genuine passion for workers of all backgrounds and a strong commitment to driving positive change.
- Possess curiosity and well-informed perspectives on workplace issues, labour relations, public policy, government affairs, and sociopolitical trends impacting workers’ welfare, working conditions, and access to representation.
- Strong analytical skills and the ability to integrate quantitative evidence, qualitative insights and stakeholder feedback.
- Experience designing or conducting research such as surveys, interviews or focus group discussions would be an advantage.
- Excellent writing and presentation skills, with the ability to communicate complex issues clearly and persuasively.
- Good judgement and problem-solving skills, with the ability to navigate complex issues, competing perspectives and trade-offs.
- Familiarity with data analysis, visualisation or AI-enabled tools would be an advantage.
