Senior Manager (Payroll & Donations) oversees the day-to-day management of PA's payroll, donations, fixed assets, and Community Development Fund (CDF) accounting functions, ensuring accurate, compliant, and timely financial operations and reporting. The role provides first-line supervisory leadership, safeguards the integrity of financial processes and controls, and drives operational excellence through sound financial management, strong governance, digitalisation, and continuous process improvement.
Lead and oversee team operations by setting priorities, allocating resources, reviewing performance, and developing staff to ensure effective and efficient delivery of payroll, donations, fixed assets and CDF functions. Supervise payroll, statutory contribution and recovery operations to ensure accurate, timely and compliant payroll, payments and CPF submissions, review payroll analysis, and ensure prompt recovery of Expenditure on Manpower (EOM) and Other Operating Expenditure (OOE) from Offsites and Community Development Councils. Oversee PA CDF Fund accounting and reporting to ensure complete and accurate financial records, timely month-end closure and Statutory Board Financial Reporting Standards (SB-FRS)-compliant financial statements for statutory audit and PA's annual reporting. Manage fixed asset and lease accounting by coordinating timely capitalisation and lease accounting entries, planning PA HQ asset counts, evaluating results and recommending appropriate controls to maintain accurate asset records, safeguard assets; and address exceptions. Strengthen donations governance and risk management by monitoring Anti-Money Laundering compliance, assessing donation risks and controls to support sound acceptance decisions and timely reporting; recommending mitigating actions and escalating high-risk or exceptional cases to safeguard PA's donations governance framework. Oversee statutory and audit reporting by coordinating the preparation and submission of statutory returns, managing audit engagements, and ensuring timely and accurate responses to audit queries to meet regulatory, governance, and reporting requirements. Improve financial policies, processes and controls by reviewing procedures and developing checks, SOPs, templates and best practices to strengthen accounting quality, efficiency and compliance.
Experience: Minimum 3 years of experience in finance or accounts, with exposure to payroll operations, fixed asset accounting, or fund management preferred. Systems: Familiarity with Workday or equivalent accounting/ERP systems is an advantage. Soft Skills: Meticulous, with strong attention to detail, able to manage competing priorities and work independently in a fast-paced environment. Possesses strong communication and interpersonal skills to engage stakeholders and foster effective collaboration.
