Job summary

VITAL in Singapore is seeking a Senior Manager/Assistant Director, HR Development, to lead integrated organisation development and workforce capability strategies. You will partner with senior management to drive change, strengthen capability and enhance the employee experience in support of government priorities.

You will oversee culture, learning, onboarding and on-the-job training frameworks, and champion data-driven interventions that improve organisational effectiveness and readiness across

Qualifications

• Strong analytical, conceptual thinking and problem-solving skills
• Excellent communication, facilitation and presentation skills
• Strong stakeholder management and influencing skills
• Experience designing organisation-wide people development and capability-building initiatives
• Strong understanding of organisation development, competency management, workforce capability building and change management

Responsibilities

• Lead organisation development strategy to enhance effectiveness and engagement.
• Oversee diagnosis efforts and implement data-driven interventions.
• Drive culture, employee value proposition and staff engagement initiatives.
• Champion staff well-being, inclusivity and employee experience initiatives.
• Develop internal communication, change management and engagement strategies.
• Lead workforce capability development strategy and capability planning.
• Oversee competency frameworks and role-based profiles development.
• Provide onboarding, orientation and On-the-Job Training oversight.
• Partner divisions to identify capability needs and evaluate interventions.
• Scan trends in organisation development and learning to future-proof capability.
• Champion continuous learning and innovation across the organisation.
• Drive tech-enabled HRD improvements for productivity and employee experience.
