Job summary

Ministry of Trade and Industry (MTI) in Singapore seeks a senior program leader to support NSAS capabilities, including space constellation and ground segments. You will drive capability roadmaps, coordinate multi-disciplinary delivery, and translate research into fielded systems for government and partners.

You will collaborate across industry, space agencies, labs, and international partners, applying systems engineering to ensure seamless integration of space, payload, and ground components.

Job description

What the role is:

The job holder will support the delivery of key space and ground segment capabilities for the National Space Agency of Singapore (NSAS), including the National Constellation and Space Situational Awareness/Space Traffic Management systems. These capabilities will enable NSAS to leverage space operations to generate actionable insights for the Agency, government agencies and other strategic partners.

What you will be working on:

1. Capability Roadmap DevelopmentThe role involves contributing to the development and execution of multi-year capability roadmaps aligned with the Agency’s mission and national space policy. You will translate strategic and operational needs into clear capability plans, milestones and implementation priorities.
2. Programme and Project DeliveryYou will support the planning and delivery of the National Constellation and Space Situational Awareness/Space Traffic Management systems. This includes coordinating multidisciplinary workstreams, managing programme dependencies and risks, and supporting delivery against agreed outcomes.
3. Technology Translation and Systems IntegrationYou will support the transition of space research and development outcomes into operational capabilities. This involves applying systems engineering principles, assessing technical solutions and supporting the integration of space, payload and ground segment elements.
4. Partnerships and International CollaborationYou will build and maintain relationships with industry partners, space agencies, national laboratories and other government stakeholders. Where appropriate, you will also support and lead international capability-sharing initiatives and agreements.

What we are looking for:

• Relevant experience in capability or programme development, project management and/or systems engineering.
• Experience with space systems, payloads or ground segment capabilities; familiarity with orbit analysis tools would be advantageous.
• Strong strategic and analytical skills, with the ability to translate complex technical concepts into actionable plans.
• Strong communication, presentation and stakeholder management skills, with the ability to work across multidisciplinary teams and government, industry and international partners.
