The Institute of Mental Health (IMH) in Singapore is seeking a Senior Fire Safety Manager/Fire Safety Manager to lead fire safety governance across the campus and oversee maintenance of all fire protection systems. You will ensure compliance with the Fire Safety Act, Fire Code and SCDF requirements.

You will manage risk, drive emergency preparedness, coordinate with authorities, and lead a team to deliver continuous improvement in safety for patients, staff and visitors.

Qualifications

  • Minimum 5 years of related working experience.
  • At least 3 years in leading and maintaining organizational Fire Safety systems.
  • Experience with Fire Safety Act, Fire Code and SCDF regulatory requirements.
  • Experience in managing maintenance contracts, vendors and service providers.

Job Description:

Lead and maintain IMH's Fire Safety Management System and ensure compliance with all applicable SCDF fire safety regulations and statutory requirements. As the appointed Senior Fire Safety Manager (SFSM) / Fire Safety Manager (FSM), the incumbent will oversee fire safety governance, emergency preparedness, regulatory compliance and campus-wide fire safety programmes.

The role is also responsible for managing the maintenance, performance and regulatory compliance of all fire protection systems across the IMH campus, ensuring operational readiness, reliability and a safe environment for patients, staff and visitors.

Job Responsibilities:
A. Senior Fire Safety Manager (SFSM/FSM)
  • Serve as the appointed Senior Fire Safety Manager (SFSM) / Fire Safety Manager (FSM) for IMH, ensuring compliance with the Fire Safety Act, Fire Code and all SCDF regulatory requirements.
  • Develop, implement and continuously improve IMH's Fire Safety Management System, including fire safety policies, emergency response plans, fire prevention programmes and emergency preparedness initiatives.
  • Plan and conduct fire drills, evacuation exercises, emergency response exercises, fire safety training and awareness programmes for staff, service partners and stakeholders.
  • Lead fire safety inspections, audits, risk assessments and investigations, ensuring timely closure of findings and implementation of corrective and preventive measures.
  • Liaise with SCDF and relevant authorities on inspections, submissions, approvals and compliance matters, and provide regular fire safety reports, recommendations and updates to management and relevant committees.
  • Lead the operation, maintenance, testing and statutory compliance of all fire protection systems across the IMH campus, including fire alarm systems, sprinklers, hosereels, risers, fire suppression systems, emergency lighting, exit signage, Fire Command Centre systems and smoke control systems.
  • Ensure all fire protection systems are maintained, tested and certified in accordance with statutory requirements, relevant codes, standards and maintenance schedules.
  • Manage maintenance contracts, specialist vendors and service providers, ensuring compliance with contractual obligations, service standards and regulatory requirements.
  • Review system performance, maintenance reports, defect trends and recurring faults, and drive timely rectification, reliability improvements and lifecycle replacement programmes.
  • Support Facilities Management operations by reviewing renovation and upgrading works, ensuring contractors comply with Permit-to-Work (PTW) requirements, and maintaining operational readiness of critical building and fire safety systems.
C. General
  • Monitor key performance indicators, conduct trend analysis on fire incidents, false alarms, system reliability and compliance matters, and recommend continuous improvement initiatives.
  • Maintain statutory records, certifications, inspection reports, authority submissions and documentation required for audits, accreditation and regulatory compliance.
  • Participate in emergency response, incident management, investigations and business continuity activities as required.
  • Support departmental projects, organisational initiatives and hospital-wide operational requirements.
  • Perform any other duties assigned by the Head of Department.
Requirements:
Competency
  • Strong interpersonal skills, an eye for detail and high level of initiative. Able to communicate effectively and clearly to different stakeholders with diverse backgrounds.
  • Eye for details. Analytical driven, able to organise, interpret data to identify trends, anomalies and provide meaningful recommendations.
  • Strong leadership skills, excellent communication and negotiation skills to bring across key points.
  • Ability to influence and drive consensus.
  • Familiar with various authority requirements, documentation, submissions and reports to different authorities for Fire Safety.
Educational and Professional Requirements
  • At least 5 years of related working experience, with min. 3 years relevant experience in leading and maintaining organizational Fire Safety system.
  • Work closely with management, diverse groups of stakeholders to ensure both operational and regulatory requirements are met.
  • Experience in supporting and maintaining organizational fire safety programme.
  • Experience is analysing safety data and trends, able to provide practical recommendations.
  • Recognised Degree.
Professional Certification
  • Valid SCDF-registered Senior / Fire Safety Manager Certificate and eligible for appointment as IMH's Senior / Fire Safety Manager.
  • Workplace Safety & Health Officer (WSHO) certification. (If any)
  • Professional Engineer (PE) or Qualified Person (QP) registration. (If any)
  • NEA Environmental Control Officer (ECO) certification. (If any)
