Job summary

National Trades Union Congress (NTUC) in Singapore seeks an accomplished partnerships professional to lead the Industry Partnerships portfolio within the IT&T Department. Summary of Role

The Industry Training and Transformation (IT&T) Department is part of NTUC's Training and Transformation Group that supports companies in workforce and workplace training and business transformation.

The Ecosystem Partnerships team sits within the Development Branch of IT&T and is responsible for building and leveraging strategic partnerships and ecosystem networks to accelerate workforce transformation, business transformation and worker outcomes.

The role works closely with Industry Training Officers (ITOs), partners and stakeholders to operationalise partnership initiatives, drive collaboration and monitor programme outcomes. This role reports to the Assistant Director, Ecosystem Partnerships, IT&T.

Key Responsibilities

1. Manage a Portfolio of Industry Partnerships

• Manage a portfolio of partners, including large anchor companies that can bring their supplier and business networks along ("Queen Bees"), technology and service providers that can reach companies in their ecosystem at once ("Multipliers"), and other industry ecosystem players
• Drive efforts and work closely with industry teams in approaching new partners

2. Apply Partnership Standards and Frameworks

• Apply the agreed selection criteria, partnership models and agreement templates to partners to ensure consistency across clusters
• Keep partnership frameworks, scopes and terms consistent across all industry teams, and flag any departures for review
• Maintain partner records, agreements and supporting documentation

3. Run Partnership Programmes and Support Industry Teams

• Manage partnerships end to end, from onboarding and agreement signing through rollout and regular review
• Curate what partners can offer and provide matchmaking, project scoping support and templates so industry teams can move faster

4. Support Government and Funding Engagement

• Gather feedback from partners and industry teams on funding conditions and support discussions with government agencies and funding bodies

5. Support New Partnership Models and Pilots

• Coordinate pilots of new approaches, document what works and support replication and scale up of models

6. Track Performance and Prepare Reporting

• Maintain the partnership dashboard, tracking progress. Analyse partnership data and prepare reporting for management and industry team updates
• Support continuous improvement efforts to strengthen how well programmes and partnerships are working

Qualifications and Competencies

Education & Experience

• At least 8-12 years of working experience in partnership development, stakeholder engagement, business development, programme management or transformation-related roles.
• Experience in managing partnerships involving enterprises, industry stakeholders, government agencies or ecosystem partners.
• Experience in workforce transformation, business transformation, capability development or industry development initiatives will be advantageous.
• Experience working with enterprises, SMEs, TACs, government agencies or technology ecosystem partners is preferred.
