Job summary

Activate Interactive Pte Ltd in Singapore is seeking a Senior Project Manager to lead IT projects for the Housing & Development Board (HDB). You will analyse, design, and implement technology solutions that support HDB’s operations and strategic goals, working with stakeholders, developers, and vendors.

In this senior role, you will provide technical leadership and mentorship while improving IT processes. The engagement is a fixed-term contract for 36 months in Singapore.

Qualifications

• At least five years of experience in systems analysis, IT project delivery, or related field.
• Experience managing full project lifecycles from requirements to deployment.
• Hands-on development using Java, JavaScript, Angular, and SQL.
• Solid understanding of SDLC methodologies (waterfall, agile, or hybrid).
• Experience with government digital services or Singapore’s whole-of-government IT frameworks is a plus.
• Team player with initiative and a positive, motivating attitude.
• Degree in CS/IT/IS from a recognised university; relevant certifications are advantageous.

Responsibilities

• Lead end-to-end system analysis and design, including requirements, process modelling, and solution architecture.
• Translate business needs into detailed functional and technical specifications.
• Oversee system integration with internal systems and government platforms (e.g., Singpass, Corppass, GovTech).
• Manage user acceptance testing (UAT) to ensure quality and alignment with requirements.
• Provide technical leadership, mentorship, and process improvements across IT teams.
• Monitor performance, identify improvements, and drive reliability, security, and scalability.
• Produce BRDs, FSDs, system design docs, and test plans; maintain documentation.
• Coordinate with vendors and SI partners to meet scope, budget, and timeline.
• Stay current with emerging technologies and apply beneficial innovations to HDB projects.
