Fragomen Singapore Pte. Ltd. is seeking an Immigration Program Manager (or Senior Immigration Program Manager) to lead client relationships, align immigration strategies with business objectives, and oversee regional program management.

The role reports to the Senior Immigration Program Director, APAC and supports a diverse client base with strategic solutions. You will manage people, projects and programs, transform data into actionable insights, and collaborate with practice teams.

Qualifications

  • 6-8+ years of immigration case management or program management experience.
  • Bachelor's degree required; legal background preferred.
  • Proven track record of managing complex corporate client relationships.
  • Excellent communication and interpersonal skills, including the ability to translate complex subject matter into an actionable solution.
  • Excellent time management and prioritization skills.
  • Excellent presentation, facilitation, and client-facing communication skills.
  • High attention to detail and demonstrated ability to deliver professional and error‑free outputs.
  • Strong experience with Microsoft Office 365 and must be very comfortable with innovative technology.

Job Description Immigration Program Managers (IPMs) play a pivotal role in managing Fragomen’s relationship with key clients by ensuring alignment of immigration strategies with client business objectives, and provide support to our case teams. Strategically located in Singapore, this role will form a part of Fragomen’s regional Immigration Program management team, whose mission is to build and maintain relationships of trust with clients, focused on development of client strategy and program management through by applying the firm’s knowledge and understanding of immigration. The successful candidate will report directly to the Senior Immigration Program Director, APAC. We offer flexible work arrangements; the role will involve minimal travel. We are seeking an Immigration Program Manager, or a Senior Immigration Program Manager, with a consultative mindset and the desire to put the client first and consistently exceed expectations. We are looking for a strategic thinker who can not only manage people, projects, and programs; but who can meaningfully transform business intelligence, data, and knowledge into client solutions. The successful candidate will need to demonstrate strong relationship building and program management skills, the ability to deliver strategic immigration solutions and sound business acumen. RESPONSIBILITIES
  • Client Service Partner with our clients to understand their business and culture
  • Serve as a trusted contact/advisor on immigration compliance, risk, and regulatory changes across multiple jurisdictions
  • Use a client-first mindset to drive the objectives of the client’s business and immigration program
  • Lead client review meetings and regular program status calls, ensuring issues, metrics, and opportunities are clearly presented
  • Monitor client dashboards and reporting to ensure accuracy, highlight trends, and recommend metrics aligned to client objectives
  • Facilitate communication and engagement between the client and practice teams
  • Oversee onboarding of new client programs, including establishment of client protocols and communication flows
  • Act as the first escalation point for complex service or compliance issues, conducting root cause analysis and coordinating resolution with case teams, and appropriately escalating strategic issues
Project Management, Strategy & Innovation
  • Partner with clients to develop and execute immigration and mobility strategies on a regional or global level
  • Advise clients on strategic issues related to service delivery and immigration compliance and risks
  • Provide strategic guidance and analyses regarding business, hiring, mobility and workforce trends
  • Collaborate with clients and colleagues to launch innovative solutions to immigration challenges and integrate data-driven insights into client programs
  • Play an active and central role in the implementation and management of projects
  • Guide clients to continuously improve and optimize their immigration policies and programs
  • Leverage client data to provide valuable business insights and incorporate business intelligence and data analytics into business and operational solutions for clients
  • Identify potential red flags in client programs (e.g., regulatory, compliance, or service delivery risks) and elevate strategic issues to account leadership
Team Collaboration
  • Coordinate and review contributions to client projects and reports, ensuring deadlines, accuracy, and client expectations are met
  • Support knowledge sharing by delivering client‑specific training to Fragomen teams on protocols, compliance requirements, and reporting standards, to ensure services are delivered consistently, and in accordance with client expectations
  • Act as a designated review point, where appropriate, to ensure quality assurance standards are met
Business Development & Account Growth
  • Identify and develop business opportunities with new and existing clients
  • Participate in Business Development activities through networking and formal RFP (Request for Proposals) processes and client presentations as required
  • Collaborate with the Senior IPM to implement account growth strategies and pilot and promote new Fragomen products or technology solutions
QUALIFICATIONS & EXPERIENCE
  • 6-8+ years of immigration case management or program management experience, preferably in a senior level capacity
  • Bachelor's degree required; legal background preferred
  • Proven track record of managing complex corporate client relationships
  • Excellent communication and interpersonal skills, including the ability to translate complex subject matter into an actionable solution
  • Excellent time management and prioritization skills
  • Excellent presentation, facilitation, and client-facing communication skills
