Job summary

RAFFLES MARINA LTD in Singapore is seeking an experienced HR leader to partner with senior management to design and drive workforce strategies across the business.

You will lead industrial relations, employee relations, talent acquisition, performance management, L&D, compensation and benefits, and HR operations, while ensuring compliance and nurturing a high-performance culture.

Qualifications

  • Bachelor's degree in HR, Business, or Law related discipline.
  • Certification such as SHRM-SCP/SPHR/CIPD/IHRP is advantageous.
  • 8–12 years HR experience including at least 5 years in IR/managing unionised teams.
  • Experience in collective bargaining and labour-management negotiations.

  • Partner with senior leadership to design HR strategies aligned with business goals.
  • Lead industrial relations and union negotiations with labour representatives.
  • Oversee employee relations, grievances, investigations, and performance coaching.
  • Drive talent acquisition, workforce planning, succession, and employer branding.
  • Manage performance management, learning & development, and leadership development.
  • Ensure compensation, benefits, and benchmarking meet market standards.
  • Oversee HR operations, compliance, HRIS, reporting and audits.
  • Lead the HR team, budget, and cross-functional initiatives.

Key Responsibilities
Strategic HR Business Partnering
  • Partner with senior leadership to develop and implement HR strategies aligned with business goals.
  • Provide strategic advice on workforce planning, organizational design, and change management.
  • Lead HR initiatives that improve organizational effectiveness and employee engagement.
Industrial & Union Relations
  • Serve as the primary HR representative in all union and industrial relations matters.
  • Build and maintain positive working relationships with union officials and employee representatives.
  • Handle grievance, disciplinary, and dispute resolution processes in accordance with company policies and labour legislation.
  • Represent the organization during labour-management meetings and joint consultative committees.
  • Advise management on industrial relations risks, employment legislation, and best practices.
  • Support business continuity during labour disputes while promoting collaborative labour-management relationships.
Employee Relations
  • Manage employee grievances, investigations, disciplinary actions, and conflict resolution.
  • Coach managers on employee relations matters and performance issues.
  • Promote a respectful, inclusive, and legally compliant workplace culture.
Talent Acquisition & Workforce Planning
  • Lead recruitment strategies and workforce planning initiatives.
  • Develop succession planning and talent management programs.
  • Enhance employer branding and employee retention initiatives.
Performance Management
  • Oversee the organization's performance management framework.
  • Support managers in goal setting, performance reviews, and development planning.
  • Identify and develop high-potential employees.
Learning & Development
  • Assess organizational capability gaps and implement learning initiatives.
  • Develop leadership, supervisory, and employee training programs.
  • Conduct training on HR policies, labour legislation, and employee relations.
Compensation & Benefits
  • Support salary review exercises and compensation benchmarking.
  • Administer employee benefits programs and recommend market-competitive practices.
  • Ensure fair and equitable compensation practices in accordance with company policies and collective agreements.
HR Operations & Compliance
  • Ensure compliance with employment legislation, labour regulations, collective agreements, and company policies.
  • Oversee HR operations, HRIS, personnel records, and reporting.
  • Monitor HR metrics and prepare management reports on workforce trends, turnover, absenteeism, and industrial relations matters.
  • Lead HR audits and continuous improvement initiatives.
Team Leadership
  • Lead, mentor, and develop the HR team.
  • Promote collaboration, accountability, and continuous improvement.
  • Manage departmental budgets and HR projects where applicable.
Qualifications
  • Bachelor's degree in Human Resources, Business Administration, Industrial Relations, Law, or a related discipline.
  • Professional HR certification (e.g., SHRM-SCP, SPHR, CIPD, IHRP Senior Professional) is an advantage.
  • Minimum 8–12 years of progressive HR experience, including at least 5 years managing industrial relations and unionized workforces.
  • Demonstrated experience in collective bargaining, grievance handling, and labour-management negotiations.

  • Experience working with trade unions and collective bargaining agreements.
