Job summary

Jones Lang LaSalle Property Consultants Pte Ltd in Singapore is seeking a Senior Facilities Manager to lead multifaceted FM operations across properties and estates, supervise a team of technicians, and ensure compliance with local standards.

You will drive energy management, safety, procurement, and vendor performance, while steering strategic initiatives and digitalization in collaboration with the Corporate and Client teams.

Qualifications

• Degree from a recognised tertiary establishment.
• Minimum 8 years of relevant working experience at equivalent SFM/FM level.
• Must have managed accumulated building portfolio of >200,000 sqm in past 3 years.
• Minimum 5 years' experience in providing integrated facilities management services with current company.
• Tier 2 CFME accreditation by SIFMA (alternative qualification).

Responsibilities

• Oversee overall facilities management operations for assigned Properties/Estates.
• Lead and manage multi-disciplinary FM teams including Property Executives, Technicians, and support staff.
• Participate in strategic level meetings and steering groups relating to Properties/Estates.
• Ensure smooth mobilisation and deployment of proposed manpower upon contract award.
• Ensure efficient, effective management and maintenance to meet standards.
• Supervise routine maintenance programs, SOPs, safety & risk assessments.
• Oversee quality management, sustainability, regulatory compliance.
• Monitor energy & utility management and track KPIs.
• Ensure compliance with house rules and permit-to-work procedures.
• Oversee Fire Safety Manager appointments and SCDF compliance.
• Manage Workplace Safety & Health Officer requirements.
• Ensure all statutory requirements are met.
• Supervise and coordinate sub-contractors and service providers.
• Conduct routine inspections and quality checks on maintenance works.
• Ensure contractor performance meets targets.
• Manage procurement processes and cost efficiency measures.
• Support digitalization, innovation and system integration with Digital Services Officer.
• Facilitate implementation of new technologies for productivity improvements.
• Maintain professional communication with officers and tenants/lessees.
• Address service/KPI failures with remedial actions.
• Conduct joint inspections and audits with officers.
• Provide professional advice to improve FM service delivery.
• Ensure 24/7 emergency response capabilities.
• Support pandemic response and Business Continuity planning.

Education & Experience:

Core Responsibilities

1. Strategic Management & Leadership

• Oversee overall facilities management operations for assigned Properties/Estates
• Lead and manage multi-disciplinary FM teams including Property Executives, Technicians, and support staff
• Participate in strategic level meetings and steering groups relating to Properties/Estates
• Ensure smooth mobilisation and deployment of proposed manpower upon contract award

2. Operational Excellence

• Ensure efficient, effective management and maintenance of Properties/Estates to meet JTC standards
• Supervise routine maintenance programs, SOPs, workplace safety & risk assessments
• Oversee quality management programs for works, environmental sustainability, regulatory compliance
• Monitor energy & utility management and track performance indicators

3. Compliance & Safety Management

• Ensure compliance with Corporation's house rules and permit-to-work procedures
• Oversee Fire Safety Manager (FSM) appointments and SCDF compliance
• Manage Workplace Safety & Health Officer (WSHO) requirements
• Ensure all statutory requirements and authority regulations are met

4. Contractor & Vendor Management

• Supervise and coordinate sub-contractors and service providers
• Conduct routine inspections and quality checks on maintenance works
• Ensure contractor performance meets or exceeds Corporation targets
• Manage procurement processes and cost efficiency measures

5. Technology & Innovation

• Support digitalization, innovation and technology testbed initiatives
• Work with Digital Services Officer on system integration and data management
• Facilitate implementation of new technologies for productivity improvements

6. Stakeholder Management

• Maintain professional communication with JTC officers and tenants/lessees
• Address prolonged service or KPI failures with remedial actions
• Conduct joint inspections and audits with Corporation officers
• Provide professional advice to improve FM service delivery

7. Emergency Response & Business Continuity

• Ensure 24/7 emergency response capabilities
• Support emergency situations including pandemic response
• Participate in Business Continuity Committee and Disaster Recovery Planning
• Deploy additional resources during emergencies as required

Key Performance Areas

Service Standards:

• Meet JTC's Service Level Agreements (SLA) and Service Standards (SS)
• Achieve response times: Critical (<25 mins), Urgent (<25 mins), Normal (same day)
• Maintain high customer satisfaction levels

Reporting Requirements:

• Submit monthly reports covering financials, customer management, compliance
• Track and report performance status, authority compliance, contract financials
• Provide periodic stock-take and improvement recommendations

Specialized Requirements

Building Management Systems:

• Oversee BMS/BOS operations and optimization
• Support JTC Operations Command Centre integration
• Manage building equipment monitoring and fault detection

Environmental & Sustainability:

• Implement environmental management programs
• Support Green Mark certification processes
• Drive energy efficiency and cost savings initiatives
