PSA Marine (Pte) Ltd is seeking an OD/L&D support professional to help plan, coordinate and implement initiatives across PSA's workforce. You will work with HR colleagues and stakeholders to drive talent management, leadership development, culture-building, and digital learning initiatives.
The role involves end-to-end training administration, learning platforms management, and analytics to support workforce capability and engagement in a fast-paced maritime environment.
As part of the Human Resource & Corporate Communications Department, you will support the planning, coordination and implementation of Organisational Development (OD) and Learning & Development (L&D) initiatives to strengthen workforce capability, employee engagement and organisational effectiveness for PSA Marine.
Candidates are expected to:-
1. Support the delivery of OD, Talent Management, Leadership Development, PSA's FISH! Culture, Innovation, Change Management, AI and digitalisation, Health and Wellness, employee engagement and other OD-building initiatives in collaboration with HR colleagues, line departments and relevant stakeholders. This includes:-
Support and lead, where assigned, OD, change management and employee engagement initiatives, including planning, coordination, execution, communications and follow-up;
Assist in developing, maintaining and utilising OD tools, surveys, Employee Opinion Polls, reports and communication materials;
Support and lead, where assigned, PSA's FISH! Culture activities, workshops and related culture-building initiatives;
Support and lead, where assigned, Talent Management, Leadership Development, Onboarding and staff development programmes;
Support and lead, where assigned, innovation, AI and digitalisation initiatives, including adoption activities, communications and progress tracking;
Support and lead, where assigned, Health and Wellness initiatives, including employee well-being programmes, awareness campaigns and participation tracking;
Work with departments to collate feedback, capability gaps, learning needs and change readiness indicators; and
Identify opportunities to improve HR, OD and L&D processes through digital tools, analytics, automation and continuous improvement.
2. Provide end-to-end administrative and operational support for L&D programmes, learning systems and training-related processes. This includes:-
Coordinating training programmes, workshops and learning initiatives, including course enrolment, scheduling, logistics, participant communications and training materials;
Maintaining accurate training records, tracking participation, training hours, feedback, evaluations and programme outcomes;
Administering learning platforms and HR systems such as HRMS, PeopleSoft and/or E-Learning Management systems, including providing user support, recording of training hours and following up on system-related matters;
Processing training claims, subsidies, invoices, billing, training agreements and sponsorship administration in accordance with internal procedures and audit requirements;
Supporting learning needs analysis by consolidating departmental inputs, analysing feedback and preparing reports or dashboards for review;
Liaising with internal stakeholders, external vendors, facilitators and government agencies to ensure smooth programme delivery and compliance with funding or statutory requirements; and
Supporting PSAU and PSA Group-wide learning initiatives, including the rollout of new learning modules, systems, campaigns or reporting requirements.

The ideal candidate should preferably possess:-
Bachelor's degree in Human Resource Management, Business Administration, Psychology, Organisational Development, Training & Development or a related discipline;
Minimum 2 years of relevant HR experience. Preferably with OD, L&D, training administration or employee engagement experience;
Familiarity with learning needs analysis, training coordination, learning programme implementation, training evaluation and learning records management will be an advantage;
Working knowledge of Singapore Employment Act, HR practices, training grants, statutory requirements and internal audit documentation will be an advantage;
Proficient in Microsoft Office 365, especially Excel, Word and PowerPoint; experience with HR systems, LMS, PeopleSoft, Power BI, Power Automate or other digital tools will be an advantage;
Strong organisational, coordination and administrative skills, with attention to detail and the ability to manage multiple priorities and deadlines;
Good written and verbal communication skills, with the ability to engage stakeholders across different levels and prepare clear reports, communications and presentation materials;
Proactive, resourceful, service-oriented and able to work independently as well as collaboratively in a team environment;
Resilient, adaptable and comfortable working in a fast-paced environment with evolving requirements;
Able to maintain a high level of confidentiality and exercise discretion in handling HR-related matters; and
Experience in data reporting, learning analytics, employee engagement platforms, basic design tools, video editing or digital content creation will be an added advantage.
