BW Offshore Singapore is seeking a Senior Estimator to prepare, review and maintain reliable cost estimates for FPSO CAPEX and EPCI projects across concept, Pre-FEED, FEED, and execution tenders.

You will provide the cost basis for tender submissions and investment decisions, working with project management, engineering, procurement, commercial and finance to ensure estimates are complete, consistent and defensible.

Qualifications

• Degree in engineering (mechanical, marine, naval architecture, offshore or similar).
• More than 10 years of cost estimating or cost engineering experience in offshore oil and gas.
• Experience of preparing estimates for concept, Pre-FEED, FEED and execution EPCI tender pricing.

Responsabilités

• Lead the preparation of complete and traceable cost estimates for FPSO opportunities and projects from concept through execution tender.
• Coordinate input from engineering, procurement, planning and operations and consolidate into one estimate.
• Obtain, evaluate and compare vendor, yard and subcontractor quotations.
• Review inputs for accuracy, consistency and completeness and challenge where needed.
• Present estimates, assumptions and risks to management at review gates.
• Ensure estimating work follows procedures and HSE requirements.

The Senior Estimator prepares, reviews and maintains reliable cost estimates for BWO’s FPSO CAPEX and EPCI projects, covering the concept, Pre-FEED and FEED (front-end engineering and design) and execution tenders. The role provides the cost basis for tender submissions, investment decisions and project execution. The Senior Estimator works with project management, engineering, procurement, commercial and finance colleagues to ensure that estimates are complete, consistent and defensible, and acts as the technical reference for estimating methodology on assigned bids.

Key Tasks and Responsibilities:

• Lead the preparation of complete and traceable cost estimates for assigned FPSO opportunities and projects, from concept, Pre-FEED and FEED stages to execution tender
• Coordinate input from engineering, procurement, planning and operations disciplines and consolidate it into 1 estimate
• Obtain, evaluate and compare vendor, yard and subcontractor quotations
• Review and challenge estimate inputs from others for accuracy, consistency and completeness
• Present estimates, assumptions and risks to management at review and decision-gate meetings
• Ensure estimating work follows company procedures, the management system and applicable quality, health, safety and environmental requirements

Qualifications:

• Degree in engineering (mechanical, marine, naval architecture, offshore or similar)
• Other relevant education and/or extensive relevant experience may replace formal education
• More than 10 years of cost estimating or cost engineering experience in offshore oil and gas, including FPSO CAPEX or EPCI projects
• Experience of preparing estimates for concept, Pre-FEED, FEED and execution EPCI tender pricing

• Clear communication, including presenting to senior management

• Ability to deliver to tight tender deadlines without compromising quality
• Integrity in handling confidential commercial information
• Working knowledge of estimate classification and cost risk methods, such as those published by AACE International
• Strong analytical and numerical skills, with attention to detail
• Commercial awareness and an understanding of how cost drivers affect project value
• Proficiency in Excel and in estimating and cost risk analysis software
• Fluent written and spoken English
