Job summary

SINGAPORE LNG CORPORATION PTE. LTD. seeks an experienced Instrument, Control and Electrical engineer to oversee I&C design for new or modified equipment and ensure terminal integrity from an I&C perspective.

You will support Production and Maintenance, conduct root cause analysis, manage SIS safety lifecycle, and coordinate with government agencies on interfaces and compliance.

Qualifications

• Minimum eight (8) years practical experience in instrument & control maintenance/design in oil & gas or petrochemical plants.
• Conversant with local codes, regulations and submission procedures; expert knowledge of electrical & instrument engineering design and communication protocols (Fieldbus, Modbus).
• Experience in functional safety for the process industry per IEC 61511; certified safety engineer is an advantage.
• Experience with installation, commissioning, maintenance and troubleshooting of large complex electrical, instrument and control equipment in oil, gas or petrochemical industries.
• Experience with Siemens PLC programming software and languages and ability to troubleshoot third-party equipment via program debugging.
• Experience with Yokogawa DCS is an advantage.

Responsibilities

• Provide technical support and solutions for instrument-related issues to Production and Maintenance teams.
• Liaise with Production and Maintenance to reduce instrument maintenance costs and increase availability.
• Coordinate with external stakeholders and government agencies on gas pipeline networks and power grid interfaces.
• Prepare and update maintenance procedures for instruments, PLC, Fire & Gas, ESD, metering, CCTV and security equipment.
• Conduct root cause analysis for instrument incidents and implement preventive/corrective actions.
• Carry out MOCs projects to resolve instrument reliability and operational issues through design, construction and commissioning.
• Ensure verification, inspection, testing and reporting for electrical/instrument equipment in hazardous areas.
• Support maintenance or major equipment turnarounds and participate in emergency response roles.
• Manage functional safety lifecycle of SIS in the Terminal.
• Support expansion projects ensuring facility integrity and integration with existing plant.

Job description

General Overview

This position is part of the Instrument, Control and Electrical team that provides maintenance and technical support to the Production, Mechanical and Project teams in the LNG Terminal. This position is responsible for establishing, reviewing and overseeing the relevant instrument & control design of newly build or modified equipment including implementation of minor instrument and control engineering projects, while ensuring the overall technical integrity of the terminal from the instrument & control (I&C) discipline perspective.

Roles and ResponsibilIties

The incumbent shall be responsible for, but not limited to, the following scope of tasks and duties:

• Provide technical support and solutions for the Production and Maintenance teams for instrument-related issues
• Liaise closely with Production and Maintenance teams as to how to reduce instrument maintenance costs and increase availability and functionality.
• Liaise with external stakeholder including government agencies on possible gas pipeline network and electrical power grid, instrument and metering interfaces to ensure conformity.
• Prepare and update instrument maintenance procedures for all instruments, PLC, Fire & Gas system, ESD, metering, CCTV and security equipment is up to date
• Conduct root cause analysis for instrument related incident and recommend preventive and corrective actions to prevent future occurrence
• Carry out MOCs project to resolve and improve instrument reliability and operational issues from engineering, construction to commissioning
• Ensure verification, inspection, testing and reporting to management in respect of all electrical and instrument equipment used for maintenance and their certification for use in hazardous areas of the terminal.
• Participate and provide support in execution of maintenance or major equipment turnarounds in the terminal
• Manage functional safety lifecycle of SIS in the Terminal
• Support expansion project from meeting overall facility integrity point of view, ensure smooth integration and any opportunity to leverage with existing Plant is captured
• The incumbent shall also participate in emergency response and may be assigned to a specific role and responsibility for such purpose.

Work Experience

• Minimum eight (8) years practical experience in an instrument & control maintenance / design function in an oil & gas or petrochemical Plant
• Conversant with local codes, regulations and submission procedures, and must possess expert knowledge of electrical & instrument international engineering design and communication protocol(eg Fieldbus, Modbus)
• Experience in functional safety for the process industry as per IEC 61511. Certified functional safety engineer will be an advantage
• Experience in installation, commissioning, maintenance and trouble shooting of a variety of large and complex electrical, instrument and control equipment in the oil, gas or petrochemical industry is required.
• Experience with Siemens PLC programming software and languages and able to troubleshoot third party equipment issues through program debugging.
• Experience with Yokogawa DCS will be an advantage

Education

• The candidate must have a good Degree in Electrical & Electronics Engineering or equivalent.
• Candidate with professional accreditation or affiliation to professional bodies of engineers will have an advantage.
