Job summary

Elitez Pte Ltd is seeking an experienced Facilities Manager to lead building improvements, renovations, and A&A projects from planning through completion.

You will oversee M&E systems, drive performance improvements, and manage procurement, budgets, and contractors. The role includes BIM-driven planning and ensuring compliance with safety and regulatory standards in a busy environment.

Qualifications

• Degree or relevant qualification in Civil, Mechanical or Electrical Engineering, Project Management, Facilities Management or related discipline.
• Experience in facilities management, building maintenance, or infrastructure upgrading works.
• Familiarity with BIM concepts and their application in facilities projects.
• Knowledge of public sector procurement processes and regulatory requirements is an advantage.

Responsibilities

• Lead building improvements, renovations, A&A and facilities upgrade projects from planning through completion.
• Oversee maintenance and performance of building infrastructure and M&E systems for reliability and continuity.
• Identify and implement initiatives to improve facility performance, service quality, productivity and cost efficiency.
• Develop and review technical procedures, operating guidelines and maintenance standards for sustainable facility operations.
• Prepare technical specifications, tender documents, and contractual requirements for facilities management services and related procurements.
• Manage maintenance contractors and service providers, monitoring performance, quality, safety and contractual compliance.
• Ensure works comply with regulations, industry codes and standards, including BCA Green Mark requirements.
• Oversee project budgets, resources, timelines and deliverables, coordinating with internal stakeholders, consultants and external contractors.
• Support office renovations, new facility development and equipment room projects from planning to handover and occupation.
• Apply BIM concepts and management practices to support facilities planning and project implementation.
• Ensure all activities meet required technical, quality, safety and operational standards.

Key Responsibilities

• Lead building improvement, renovation, Addition and Alteration (A&A), and facilities upgrading projects from planning through completion.

• Oversee the maintenance and performance of building infrastructure and Mechanical & Electrical (M&E) systems to ensure reliability and operational continuity.

• Identify and implement initiatives to improve facility performance, service quality, productivity, and cost efficiency.

• Develop and review technical procedures, operational guidelines, and maintenance standards to support sustainable facility operations.

• Prepare technical specifications, tender documents, and contractual requirements for facilities management services and other related procurements.

• Manage maintenance contractors and service providers, monitoring performance, work quality, safety, and compliance with contractual obligations.

• Ensure building maintenance and project works comply with relevant regulations, industry codes, and applicable standards, including BCA Green Mark requirements.

• Oversee project budgets, resources, timelines, and deliverables while coordinating with internal stakeholders, consultants, and external contractors.

Requirements

• Degree or relevant qualification in Civil Engineering, Mechanical Engineering, Electrical Engineering, Project Management, Facilities Management, Building or a related discipline.

• Relevant experience in facilities management, building maintenance, engineering projects, or infrastructure upgrading works.

• Practical knowledge of civil maintenance services, including building repairs, waterproofing, structural inspections, cleaning, landscaping, waste management, and pest control.

• Experience preparing, evaluating, and managing service contracts, particularly facilities management contracts.

• Good understanding of M&E systems, project delivery, contractor supervision, and building maintenance practices.

• Familiarity with BIM concepts and their application in existing facilities and new development projects.

• Knowledge of public sector procurement processes and regulatory requirements will be an advantage.

• Willingness to attend on-site issues when required, including supporting night works and after-hours duties.

• Strong communication, report-writing, coordination, and stakeholder management skills.

• Analytical, detail-oriented, and self-motivated, with the ability to work collaboratively with teams and stakeholders at different levels.
