Job summary

GovTech in Singapore seeks a proactive policy and promotion specialist to drive strategic initiatives that strengthen trust in Singapore's Standards and Conformance ecosystem. You will lead mindshare research, stakeholder engagement and targeted communications to advance industry growth.

You will collaborate with government agencies and industry partners to promote adoption of quality and conformity practices, aligning with national economic priorities and public service excellence.

Qualifications

• Knowledge or experience in business strategy, economic development, industry development, marketing, communications, policy or related disciplines.
• Ability to use research, stakeholder insights and data to develop strategies and translate them into actionable communications, promotion and engagement initiatives.
• Strong analytical and critical thinking skills, with the ability to synthesise insights into recommendations and actionable plans.
• Strong written, verbal and presentation skills, with the ability to communicate effectively to diverse stakeholders.
• Strong stakeholder management and relationship-building skills, with experience engaging partners across the public and private sectors.
• Excellent project management skills, including the ability to manage multiple priorities and deliver outcomes within timelines.
• An interest in Singapore's economic development and a passion for supporting industry growth through a strong Standards and Conformance ecosystem.

Responsibilities

• Drive mindshare strategy to strengthen awareness and adoption of Standards and Conformance (S&C) among businesses and key stakeholders.
• Lead research and studies to assess stakeholder perceptions, identify mindshare gaps and understand factors influencing awareness and adoption of S&C.
• Translate research findings, industry trends and stakeholder insights into clear strategic priorities, target audience segments and recommendations for communications, promotion and engagement initiatives.
• Develop measures and indicators to track shifts in awareness and perceptions, assess effectiveness of mindshare-building efforts, and recommend adjustments to strengthen impact.
• Collaborate with internal and external stakeholders to align mindshare initiatives with Singapore’s S&C priorities, industry needs and broader economic objectives.

What the role is

The Policy & Promotion Team under the Quality & Excellence Group (QEG) drives efforts to strengthen trust in Singapore products and services through the strategic promotion of Singapore's Standards and Conformance (S&C) ecosystem. The team works closely with diverse stakeholders, including industry, government agencies, institutes of higher learning, trade associations and business leaders to encourage the adoption of standards, quality and conformity assessment practices that enhance enterprise competitiveness and support Singapore's economic priorities.

What you will be working on

This portfolio plays a key role in advancing Singapore's S&C agenda by driving strategic initiatives and stakeholder engagement efforts that strengthen trust in Singapore products and services.

Mindshare Strategy and Industry Insights Drive the S&C Mindshare Strategy to strengthen awareness, understanding and appreciation of S&C among businesses and key stakeholders. Lead research and studies to assess stakeholder perceptions, identify mindshare gaps and understand the factors influencing the awareness and adoption of S&C. Translate research findings, industry trends and stakeholder insights into clear strategic priorities, target audience segments and recommendations for communications, promotion and engagement initiatives. Develop appropriate measures and indicators to track shifts in awareness and perceptions, assess the effectiveness of mindshare-building efforts, and recommend adjustments to strengthen impact. Work with internal and external stakeholders to align mindshare initiatives with Singapore’s S&C priorities, industry needs and broader economic objectives.

Industry Engagement and Promotion Build and maintain strong relationships with companies, trade associations, industry partners and government agencies to advocate the value of Standards and Conformance. Engage business leaders and key stakeholders to increase awareness and adoption of Standards and Conformance as part of corporate growth and competitiveness strategies. Plan and execute targeted communications, outreach and promotional initiatives that support the Mindshare Strategy and strengthen understanding of the value of Standards and Conformance. Collaborate with internal and external stakeholders to drive collective efforts that enhance trust in Singapore products and services.
