GovTech Singapore is the lead government agency driving Singapore's Smart Nation initiative and public sector digital transformation. As the Centre of Excellence for Infocomm Technology and Smart Systems, GovTech develops capabilities in Data Science and Artificial Intelligence, Application Development, Smart City Technology, Digital Infrastructure and Cybersecurity. Its mission is to engineer digital government and make lives better for citizens, businesses and the public service.
The role
The Senior Designer, Judiciary sits within GovTech's work with the Singapore Judiciary, which plays a fundamental role in upholding the rule of law and ensuring justice is accessible, effective and trusted. The role exists to make the justice system easier to understand, navigate and participate in, for both the people who use it (including members of the public, self-represented persons, lawyers and paralegals) and the professionals who deliver it (judges, judicial officers, court administrators and other agencies). This is not a role focused solely on digital products; it spans service, process, information and technology design across the Judiciary.
What you would do
- Research how people and professionals experience the justice system, identifying barriers, pain points and opportunities across services, processes and organisational boundaries.
- Use research, workshops and prototyping to turn complex problems into clear opportunities and practical solutions.
- Work with judicial, legal, policy, operational and technology stakeholders to shape how justice services should work in the future, determining whether problems are best addressed through technology, service redesign, process change, information or policy.
- Design systems and services that help the Judiciary administer, adjudicate and deliver justice more effectively.
- Facilitate co-design and working sessions with judicial, legal, operational, technology and user groups to build alignment around better solutions.
- Challenge assumptions constructively and communicate design decisions using research, data, prototypes and user perspectives.
- Create shared artefacts that help teams work from a common understanding of the current state.
- Enforce design standards, patterns and practices that enable consistent, accessible experiences across Judiciary services.
- Coach and mentor designers and improve how the team researches, designs, critiques and communicates its work.
- Champion responsible use of AI and emerging tools to accelerate design while maintaining quality and human judgement.
What they are looking for
- 8 or more years of experience in product design, service design, systems design or a related field, with significant experience leading complex products, services or systems.
- A strong portfolio demonstrating research, synthesis, interaction design, prototyping and delivery.
- Experience designing complex workflows, for professional users or in high-stakes environments.
- Strong systems-thinking ability, connecting user needs with organisational, operational and technology considerations.
- Proven ability to facilitate alignment across groups with competing priorities and deeply held views.
- Experience working with senior stakeholders and domain experts who are not design-literate.
- Ability to challenge assumptions and present design decisions with clarity and conviction.
- Skill at translating research and user needs into compelling narratives without oversimplifying complex issues.
- Ability to build trust and lead through influence rather than authority.
- Nice to have: experience designing services that improve accessibility, inclusion or participation; experience working in or with the Singapore public sector; experience designing for people with varying levels of digital literacy or professional knowledge; experience using AI-assisted tools in design.
