Job summary

JDA WMS Pte Ltd is seeking an experienced Senior Cost Manager to deliver full lifecycle commercial and cost management services for real estate and infrastructure projects in Singapore. You will oversee pre- and post-contract procurement, cost checks, valuations, and contract administration to drive optimized commercial outcomes.

Key activities include tendering, cost reporting, value engineering, change management, and negotiations with main contractors and vendors.

Qualifications

• Education: Degree in Quantity Surveying, Cost Management/Engineering, or equivalent.
• Experience: 6–12 years in relevant roles.
• Industry: consultancy or mix with main contractor in Real Estate/Infrastructure/Building.
• Technical: Hands-on MEP cost consultancy, BQ, value engineering, contract mgmt.
• Competencies: Negotiation, analytical, stakeholder mgmt, onboard on short notice (1–2 months).

Responsibilities

• Procurement & Tendering: Lead end-to-end tendering (RFQ/RFP) and prepare contractual agreements.
• Cost & Commercial Management: Measure works, develop notes on pricing, review estimates and change orders.
• Financial Advisory & Reporting: Advise on contingencies and cost escalations with regular cost-tracking reports.
• Negotiation & Stakeholder Engagement: Participate in design meetings and contract negotiations with main contractors and vendors.

JOB DESCRIPTION

We are seeking an experienced Senior Cost Manager to deliver full-lifecycle commercial and cost management services for real estate and infrastructure projects. The role oversees pre- and post-contract procurement, cost checks, valuation, and contractual administration to ensure optimized commercial outcomes.

Key Responsibilities:

• Procurement & Tendering: Lead end-to-end tendering (RFQ/RFP), pre-qualification, tender documentation, bid evaluations, decision analysis, and compile contractual agreements.

• Cost & Commercial Management: Conduct measurement of works, develop Notes on Pricing, perform cost checks, review contractor estimates/valuations, and manage change orders, claims, and final account close-outs.

• Financial Advisory & Reporting: Provide guidance on contingencies, cost escalations (labor/materials), and present regular procurement delivery and cost-tracking status reports.

• Negotiation & Stakeholder Engagement: Participate in design meetings, bid interviews, and contract negotiations with main contractors and vendors.

Key Requirements:

• Education: Degree in Quantity Surveying, Cost Management/Engineering, or equivalent.

• Experience: Minimum 6–12 years of relevant experience.

• Industry Focus: Mandatory background in consultancy (or a mix of consultancy and main contractor experience) within Real Estate, Infrastructure, or Building projects.

• Technical Expertise: Hands-on MEP cost consultancy experience and proficiency across cost estimates, Bills of Quantities (BQ), value engineering, and contract management.

• Competencies: Strong negotiation, analytical, and stakeholder management skills. Able to onboard within a short notice period (preferably 1–2 months).
