Job summary

RS RECRUITMENT AGENCY LLP is seeking a Contracts Manager/Quantity Surveyor in Singapore to oversee all contract aspects, cost estimation, and budgeting for infrastructure projects. You will lead take-offs, variation orders, and settlement negotiations while ensuring timely contract finalization and claims handling.

You will mentor the QS team, monitor procurement progress, and ensure KPI targets are met across project stages, including railway and MRT-related works.

Qualifications

• Degree in Commercial Management/ Quantity Surveying is required.
• At least 3 years of experience in handling local railway, tunnel (MRT), and other infrastructure projects with management responsibilities.
• Strong knowledge of market demands and pricing.
• Experience in the subcontract award process.

Responsibilities

• Manage all aspects of contracts, including recommending awards, preparing Letters of Award and Contract Documents, overseeing contract documentation, schedules, and cost estimation, and preparing and analyzing cost comparisons to optimize project budgeting.
• Lead and review quantity take-offs, comparisons, and subcontractor/supplier award processes.
• Review variation order requests, defend claims, and provide contractual advice.
• Monitor contracts, negotiate final account settlements, draft settlement agreements, and handle additional payment claims and EOT.
• Manage the resolution of contractual claims through project stages, ensuring timely Progress Claim submissions, variations claims, and finalization of the main contract final account.
• Oversee issuance of Sub-Contract and Payment Response in a timely manner.
• Attend monthly progress meetings, monitor and report status of contracts and procurement activities.
• Ensure subcontract commitments and milestones are achieved by liaising with Project Team members.
• Establish KPIs, oversee work progress, and provide mentorship and guidance to the QS department.
