Job summary

China Jingye Engineering Corporation Limited (Singapore Branch) invites a seasoned Contract Manager/Quantity Surveyor to oversee all contractual and commercial matters for MRT/LTA projects in Singapore. You will lead pre- and post-contract administration, prepare tender submissions, manage procurement, and monitor budgets and cash flow.

The role requires 8–10 years of relevant experience, strong negotiation and leadership skills, and thorough knowledge of LTA contract requirements.

Qualifications

• Bachelor's Degree in Quantity Surveying, Civil Engineering, Construction Management or a related discipline.
• Minimum 8–10 years of relevant experience in Singapore's construction industry, preferably with MRT/LTA infrastructure projects.
• Prior experience with an established main contractor, preferably in large-scale MRT or civil engineering projects.
• Strong knowledge of pre-contract and post-contract administration, tendering, procurement and cost management.
• Experience in preparing and evaluating tender submissions for MRT/LTA projects is highly preferred.
• Familiarity with LTA contract requirements, PSSCOC and relevant construction contract conditions.
• Strong understanding of variation orders, EOT claims, contractual disputes and final account settlements.
• Good negotiation, analytical, problem-solving and commercial management skills.
• Proficient in Microsoft Office and relevant quantity surveying or cost management software.
• Able to work independently, manage multiple priorities and meet tight project deadlines.
• Strong communication, coordination and leadership skills.

Responsibilities

• Identify contractual risks and provide recommendations to minimise commercial exposure.
• Liaise with clients, consultants, subcontractors and project teams on contractual and commercial matters.
• Ensure compliance with LTA requirements, contract specifications and relevant Singapore construction regulations.
• Support the Contract Manager in resolving contractual disputes, claims and commercial issues.
• Prepare commercial reports, cost forecasts and financial updates for management.
• Supervise and guide Quantity Surveyors in daily contract administration activities.
