Job summary

Government Technology Agency (GovTech) in Singapore seeks a Senior Manager to oversee end-to-end development project contracts, ensuring governance and audit readiness. You will manage pre-construction engagement through to final account closure, apply sound contractual judgement, and maintain robust documentation across projects.

The role requires strong knowledge of construction contract law, variation/claims management, and familiarity with BCA frameworks and digital tools.

Qualifications

Minimum 5 years in the infrastructure/building field.
Hands-on experience managing development project contracts.
Familiarity with BCA procurement frameworks (PQM, QFM) and GeBIZ.
Experience with dispute resolution mechanisms (adjudication or mediation).
SISV accreditation or equivalent is advantageous.

Responsibilities

Manage development project contracts across the full project cycle, from pre-construction to post-construction closing.
Handle variation orders, extension of time, loss and expense claims, and final account closure.
Maintain contract documentation and audit-ready records.
Monitor contract performance, milestones, financial commitments and contractor performance.
Engage stakeholders on contractual matters and document PA positions.
Support process improvements to streamline contract administration and governance.
