Job summary

Changi Airport Group is seeking a cost control professional to lead cost management and contract administration for the Changi East programme. You will oversee budgeting, cost estimating, tender documents, and progress payments.

You will collaborate with project officers, consultants and quantity surveyors to establish robust estimates, monitor expenditures and support funding approvals. Strong procurement knowledge and MS Office skills are essential.

Qualifications

• Degree in Building, Engineering or related disciplines is required.
• Relevant experience in contract management for large-scale building or infrastructure projects is preferred.
• Excellent understanding of procurement strategies and practices.
• Experience with MOF DPC Gateway Process and management of consultants' works is advantageous.
• Proficient in MS Office Applications.
• Excellent analytical, interpersonal and communication skills.
• Able to multi-task effectively and be a good team player.

Responsibilities

• Lead cost management functions and contract administration for Changi East.
• Oversee budgeting and cost estimating, preparation of tender documents, tender evaluation reports, and progress payments.
• Assess changes/variations and claims related to the project.
• Collaborate with Project Officers, consultants, quantity surveyors and other stakeholders to establish robust cost estimates and monitor expenditures.
• Provide advice to project teams and mitigate contractual risks; resolve issues with consultants and contractors.
• Drive development and enhancement of contract management practices and governance across the programme; mentor junior officers.
