Job summary

Changi Airport Group is seeking a Manager/Senior Manager, Contracts (Building/Civil) to lead cost management for large-scale building projects in the Changi East programme. The role involves pre- and post-contract administration, budgeting, tender processes, and coordination with consultants and project teams.

You will drive risk identification, governance enhancements, and mentoring of junior staff, ensuring robust contract administration throughout the project lifecycle.

Qualifications

• Degree in Building, Engineering or related disciplines.
• Experience in contract management for large-scale building or infrastructure projects preferred.
• Understanding of procurement strategies.

• Oversee budgeting & cost estimating, preparation of tender documents, tender evaluation reports, progress payments, assessment of change/variation requests and claims.

Changi Airport Group is part of the inter-agency team developing Changi East, which encompasses the Changi Airport’s future Terminal 5.

As part of the Development Contracts and Cost Control team, you will lead the cost management functions and pre and post contract administration of contracts for Changi East.

You will oversee budgeting & cost estimating, preparation of tender documents, tender evaluation reports, progress payments, assessment of change/variation requests and claims related to the project.

You will also work closely with Project Officers, consultants, quantity surveyors, and other stakeholders to establish robust cost estimates, monitor project expenditures, and support funding approvals throughout the project lifecycle.

In addition, you will provide advice to project teams, proactively identify and mitigate contractual risks, and lead the resolution of complex issues arising with consultants, contractors, and other project stakeholders.

You will also drive the development and enhancement of contract management practices, strengthen commercial governance frameworks, and mentor junior officers to ensure consistent and effective contract administration across the Changi East programme.

Requirements

• Degree in Building, Engineering or related disciplines
• Relevant experience in contract management for large-scale building or infrastructure projects is preferred. Candidates will be considered for appointment at a level commensurate with their qualifications and relevant experience
• Excellent understanding of good procurement strategies and practices
• Previous experience in MOF DPC Gateway Process and management of consultants' works will be an added advantage
• Proficient in MS Office Applications
• Excellent analytical, interpersonal and communication skills
• Able to multi-task effectively and a good team player
