Job summary

Chuan Lim Construction Pte Ltd in Singapore is seeking an experienced Commercial & Cost Manager to lead budgeting, cost planning, and forecasting for large-scale projects.

You will monitor project costs, cash flow, and profitability; draft and manage contracts, variations and claims; oversee procurement and risk management; and collaborate with clients, consultants, and internal teams to deliver on time and within budget.

Qualifications

• Bachelor’s degree in Quantity Surveying, Construction Management, Engineering or related field.
• 8–15 years of experience in construction/commercial management.
• Strong knowledge of construction contracts.
• Excellent negotiation, analytical and financial management skills.
• Experience managing large-scale construction projects.

Responsibilities

• Lead project budgeting, cost planning, and forecasting.
• Monitor project costs, cash flow, and profitability.
• Prepare and present financial reports to senior management.
• Identify cost-saving opportunities and value engineering initiatives.
• Draft, review, and manage contracts and ensure compliance.
• Handle contract variations, claims, and dispute resolution.
• Manage EOT and liquidated damages (LD) matters.
• Oversee procurement strategies and tendering processes.
• Evaluate and negotiate with subcontractors and suppliers.
• Manage subcontractor performance and payments.
• Identify commercial risks and develop mitigation strategies.
• Liaise with clients, consultants, contractors, and internal teams; provide commercial guidance.
• Prepare, evaluate, and negotiate claims; maintain proper documentation.
