Job summary

SHIELD MANAGEMENT & CONSULTING PTE. LTD. is seeking a qualified HSE/Safety Manager to lead safety initiatives in Singapore’s process-industry construction sector.

The role focuses on promoting a strong safety culture, ensuring WSH compliance, and managing environmental, health, and safety matters across projects. The ideal candidate has at least 3 years of experience handling high-risk construction activities, with proven capabilities in audits, training, incident investigation, and regulatory

Qualifications

• Minimum 3 years of experience in HSE/Safety Management in process-industry construction projects.
• Experience managing HSE for high-risk construction activities including hazardous materials, excavation, lifting, confined spaces, work at height.

Responsibilities

• Lead and promote a strong safety culture across the organization, ensuring compliance with Singapore's WSH regulations.
• Ensure adherence to local environmental, health, and safety laws including MOM guidelines and ISO standards.
• Identify, assess, and mitigate risks in hazardous waste operations, including storage, transportation, treatment and disposal.
• Respond promptly to safety incidents and WS&H accidents, implement investigation recommendations and ensure closure.
• Develop and maintain Health and Safety programs, perform audits, provide training, and manage incidents.

Main Responsibilities

Safety Leadership:

Lead and promote a strong safety culture across the organization, ensuring compliance with Singapore's Workplace Safety and Health (WSH) regulations.

Regulatory Compliance:

Ensure adherence to all local environmental, health, and safety laws, including the Ministry of Manpower (MOM) guidelines and ISO standards for safety and environmental management.

Risk Management:

Identify, assess, and mitigate risks associated with hazardous waste operations, including storage, transportation, treatment, and disposal.

Respond promptly to safety incidents and workplace safety and health (WSH) accidents to ensure timely resolution, implement investigation recommendations and ensure closure.

Industry Experience

Minimum 3 years of experience in HSE/Safety Management in process-industry construction projects.

Proven experience in managing HSE requirements for high-risk construction activities, including hazardous materials, excavation, lifting, confined spaces, work at height, and other process-industry hazards.

Experience working within construction/ process-industry environments is highly preferred.
